Business Meeting minutes
June 29, 2020
Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson

Commissioner Stamper called the meeting to order at 3:01 p.m., determined a quorum and then
proceeded with the flag salute.
PUBLIC COMMENT
None.
NOTICE ITEM
Commissioner Fund made a motion to approve Resolution 20-220. Commissioner Jackson seconded.
Resolution 20-220: Call for bids for the Pleasant Valley Road MP 2.46 Bridge Scour Repair Project,
Federal Aid Project No. BHOS-2021(054), F.A.Agreement No. LA 9268, County Road Project No. 2159-
J. Bids are due to the Clerk of the Board by 12:30 p.m. Tuesday,July 14, 2020.
Public Works Director Josh Metcalf spoke to the resolution. He said bids for the project are being
accepted for three weeks.
Motion passed 3-0.
CONSENT ITEMS
Commissioner Jackson made a motion to approve minutes from the June 22, 2020, meeting as well as
Resolution 20-221. Commissioner Fund seconded.
Resolution 20-221: Approval of warrants/claims against the various county departments. Financial
Analyst III Grace Jimenez, representing the Auditor's Office,said warrants 829,940 through
830,107 were issued in June for payments against the county totaling$1,019,238.03. She said
payroll/tax deposit warrants numbered 795,768 through 795,770 and Automatic Deposits 13,056

through 13,661 also were approved for payments totaling $1,632,840.36. She noted a skip in sequence
for warrants 829,908 through 829,939, which were issued on behalf of Special Purpose Districts.
Motion passed 3-0.
DEUBERATION ITEMS
Commissioner Fund made a motion to approve Resolution 20-164 as well as Resolutions 20-222
through 20-225. Commissioner Jackson seconded.
Resolution 20-164: Approve a .09 ("Distressed Counties") grant agreement with the Lewis County
Public Facilities District.
Ron Averill thanked the commissioners for funding the group's project.
Resolution 20-222: Change the name of Water-Sewer District No. 5 to Middle Fork Water and Sewer
System.
Public Works Director Josh Metcalf spoke to the resolution. He noted that the county took over the
water-sewer system on June 15.
Resolution 20-223: Approve a certain county vehicle as surplus property.
Public Works Director Josh Metcalf spoke to the resolution. Josh said a Crown Victoria from the Sheriff's
office is being declared surplus.
Resolution 20-224: Approve an agreement with the Department of Housing and Urban Development
(HUD)to provide $161,439 for the McKinney Transitional Housing Program.
Public Health and Social Services Director JP Anderson and Community Health Services& Contracts
Coordinator Meja Handlen spoke to the resolution. They said the agreement paves the way to rapidly
provide housing for families with children.
Resolution 20-225: Approve Amendment A with the Department of Commerce to provide $230,710 in
the Consolidated Homeless Grant for the Housing and Essential Needs program.
Public Health and Social Services Director JP Anderson spoke to the resolution.

Motion passed 3-0.
ANNOUNCEMENTS
Ron Averill discussed the Lewis County Seniors' plan for providing and distributing meals. He said the
Farm Bureau is planning a meeting.
Commissioner Fund discussed a recent WSAC meeting at which the group discussed broadband grants
available.
Commissioner Fund thanked JP and Meja for the virtual tour of the congregate housing.
COVID-19
Emergency Services Deputy Director Andy Caldwell discussed the need to ensure the area hospitals are
prepared for any increase in patients.JP said the county has learned of a new COVID-19 case, which
pushes the total to 70.
The group discussed the state's plans for reopening schools in the fall as well as the state's recent
announcement that it is stalling any moves to Phase 4 in response to an increase in cases statewide.
Meri Hamre announced that the grants the EDC is providing on behalf of Lewis County are now
available.
The commissioners discussed their calendars.

Monday,July 6, 2020, in the Commissioners' Hearing Room (Room 223).
