APPOINTING FRANK CORBIN AS A REGULAR
MEMBER TO THE VETERANS' ADVISORY BOARD
(VAB) THROUGH JUNE 30, 2021
WHEREAS, Resolution 06-189 established the Lewis County VAB; and
WHEREAS, membership on the VAB shall be comprised of no less than seven regular
and two alternate members. With the resignation of Gary Graveline, one regular
position is now vacant; and
WHEREAS, Frank Corbin has expressed interest and a desire to serve on the VAB to
complete Gary Graveline's term. Frank's term will be effective when appointed through
June 30, 2021; and
WHEREAS, the VAB needs to fill this vacant position; and
WHEREAS, the Board of County Commissioners (BOCC) has reviewed Frank's
application and recommends appointment to the VAB.
NOW THEREFORE BE IT RESOLVED by the BOCC that Frank Corbin be appointed as a
regular member of the Lewis County VAB from date approved through June 30, 2021.

Background:
The Veterans' Advisory Board was organized per Resolution 06-189. Per Lewis County
Veterans Advisory Board bylaws. membership on the Board comprises of no less than
seven regular members and two alternate members. One regular position is currently
vacant due to a resignation.
Propose:
• Gary Graveline resigned his position from the Veterans Advisory Board.
• Frank Corbin has expressed a desire to fill Gary Graveline's term through June 30,
2021. This will become effective once approved by the BOCC.

The Veterans Advisory Board members have agreed to submit the following
recommendations to be considered by the Board of County Commissioners:
1. Gary Graveline has resigned from his position fro the Veterans Advisory
Board as a voting member due to personal reason.
2. We would like to recommend Frank Corbin to be accepted into the Veterans
Advisory Boards as a new voting member. Mr. Corbin will be replacing Gary
Graveline. His beginning service will be 1 April 2020.
Public Health &Social Services staff will process the appropriate resolution to make
the above changes should you approve them to move forward.Thank you for your

Why do you want to serve on the Veterans Advisory Board?
I am a US Navy Veteran with four years of honorable service. I have supported Veterans
during nearly 25 years of pastoral ministry,and during my 14 year tenure with the
Department of Veterans Affairs where I served Veterans as a Veteran. I served during the
Cold-War but not during a period of war. I earned an Expeditionary medal, Good
Conduct medal,and Sea Service Deployment medal. I suffered no injuries during my
enlistment so I did not qualify for any VA disability benefits.I was a Radioman E-4
(RM3)at the time of discharge after being stationed two years in Subic Bay, Philippines
and approximately two years onboard the USS Camden(AOE2)which was homeported
in Bremerton, WA. •
My leadership experience operating and maintaining a communications center were
instrumental in helping me develop a leadership style that gathered the input and support
of those who worked with me. My experience will be a benefit to Lewis County as I wish
to help seek solutions to Veteran problems such as homelessness, substance abuse,
under/unemployment,and re-integration.
*I never joined a"service"organization because I couldn't qualify.However, this past
week I heard from a friend that the rules and qualifications for joining have recently
changed so I may look into the various organizations to see if there's one I may be
interested in.

What skills, service background,or volunteer experience will you bring the Board?
• I've had the privilege to work for the US Department of Veterans Affairs(USDVA)for
14 years. Here, I briefly list the duties I performed:
1. At the Veteran Benefits Administration(VBA)Portland Regional Office(PRO)I
processed Veteran claims for benefits as a Veteran Service Representative.
2. At the VBA PRO I worked as a Staff Assistant(SA) in the Vocational
Rehabilitation and Employment(VRE)division primarily in the areas of
procurement and contracting as a Contracting Officer(CO)and as a Contracting
Officer Representative (COR), data collection and analysis,Vocational
Rehabilitation Counselor(VRC)performance appraisals, SWOT analysis,and k
authored White Papers, executive summaries,program manuals, SAO's,and
system enhancement implementation and tracking to name a few.
3. At VBA Central Office(VBACO)in VRE Service(VRES) in Washington,DC, I
was a Program Analyst(PA)and I oversaw the implementation of congressionally
appropriated funds for the benefit of Veterans under the VBA VRE program
nation-wide. I also served as a COR for contracts and as an assistant COR for the
VetSuccess national contract.VRES obtained a new system called Oracle Business
Intelligence Enterprise Edition(OBIEE)which provided a powerful tool to access,
gather, and analyze data from the national data warehouse. I learned to use a
number of the systems' functionalities for regular use in report preparation for
senior VBA management. I successfully worked on cross-functional teams to
implement systems and programs and I was the lead on a number of national calls
in support of new VBA programs and initiatives. I have had training in process
improvement,program development,implementation,evaluation,and change.
4. My final position with the VA was as a PA for the Veterans Health Administration
(VHA) Workplace Violence Prevention Program(WVPP). This Washington,DC
based program was physically located in Vancouver, Washington where we"tele-
worked."As a PA, I managed the budget,expenditures,and formulated basic
analysis of the new program budget. I was also a system administrator helping the

team design,build, deploy,and evaluate a new data collection system that
collected data on incidents of workplace violence so that programs and education l
materials could be developed to train VA staff in how to handle escalation within
the workplace. This cross-functional team comprised of mental health
professionals, medical professionals, VA police, and VA management helped
inform the data collection system development and ongoing system improvement
and this team also provided valuable input in curriculum development.
I drafted, negotiated,and finalized for the Director's signature program MOD's, A
Interagency Agreements, and other such contracts for services necessary for a
program development and implementation.

Jim called the meeting to order at 10:00 A.M.

Minutes—Minutes were reviewed from February meeting. Marie made a motion
to accept the minutes, Jim second. Motion passed.
Treasurer Report—Was review. MTD: $11,114.32, YTD $86,396.71. There is
$93,009.35 left in the funds and$27,095 in the Self Sufficiency Fund. George
made a motion to accept the financial report. Marie second. Motion passed.
Committee Reports

Jail Committee—Heidi saw 3 inmates at the jail.
• Old Business
- How to determine who is a Veteran and receives SNAP benefits for the Fanner Market
benefits. Are we going to be serving ALL Veterans or just Veterans eligible for VRF?
We could have a punch card or a card with my signature to show they are approved.
Should we put a cap for benefits for each month? Since it is going to be a 2 for 1 benefit,
we could do a total of$100 a month.
- Together for Veterans program. Heidi informed the board someone else needs to take this
project on if they want to see it happen in Lewis County. This needs to be separate from
the Veterans Advisory Board. Rico and Frank are interested in the program and are
willing to take it on. Heidi will email Katy and Gina from WDVA to get them connected
with Rico and Frank.
• New Business
- Heidi presented her housing idea for our Strategic Plan for 2020. Put an RFP out for
housing. Example would be, we have this much money for 4 units and will pay a certain
amount for case management. It is a 2 year transitional housing program. Veterans who
are homeless will be able to stay in an apartment rent free for 2 years max. During that
time,the client would be under intensive case management. They would see a social
worker to work on housing barriers,how to be a good renter(Rent Well class), how to
budget, and whatever other barriers the client has that can effect housing. There would
also be a payee service. The client would also have to pay"rent"which would end up
going into a savings account. That money would then be used as their down payment for
their own rental. There will also be a board that will meet to go over the application and
vote on who moves into the living spaces. One of the board members needs to be a
member of the VAB. George made a motion to move forward with housing plan. Marie
second. Motion passed.
- We received an application for a new applicant who would like to join as a voting
member, Frank Corbin. Board voted on approving Frank Corbin's application. Marie
made a motion to accept Frank's application. Rico second. Motion passed.
- The board voted in Jim Marden as the new Chair until June and Marie Shankle as Vice-
Chair. Marie will take over as Chair once Jim leaves in June.
- We talked about building a relationship with the CBOC. Possibly inviting the manager or
someone to come participate in our meetings. Some of the nurses don't know about the
ride share program and what other services we provide.
- Heidi informed the board she will be going out to East Lewis county more so they can get
more needed services met. The Morton PD Dept. has a space available for service
providers to set up and meet with clients out there. Marie suggested having a Lewis
County Stand Down. Which will be in the works.
Next meeting—The next regularly scheduled meeting will be April 1st 2020 at 10am in the
PHSS Conference room.

The Lewis County Veterans Advisory Board has openings on the board as
members and/or alternates. Applicants should be aware that only Lewis County
residents may be considered for this position. The current openings requires
membership in a nationally recognized veteran's service organization such as the
VFW or American Legion, although veterans not affiliated with a service
organization may apply and be considered for future vacancies. You will find the
application for the Lewis County Veterans Advisory Board on the reverse side of
this letter.
Each applicant must have an Honorable Discharge and attach a copy of their
DD214 to the application to be considered. Applicants will also be subject to a
background check and an interview prior to recommendation to the Board of
County Commissioners to sit on the advisory board.
Applications must be post marked or delivered to Heidi Palmer at the Public
Health Department 3rd floor, 360 NW North St., Chehalis, WA 98532 no later
than April 30, 2019. Office hours are Monday — Friday 8 AM — 4:30 PM and
closed for lunch between 11:30 PM— 12:30 PM.
