July 6,2020
Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson(remotely)

Commissioner Stamper called the meeting to order at 3:01 p.m., determined a quorum and then
proceeded with the flag salute.
PUBLIC COMMENT
None.
NOTICE ITEM
Commissioner Fund made a motion to approve Resolution 20-226. Commissioner Jackson seconded.
Resolution 20-226:The temporary closure of King Road to all through traffic.
Real Estate Services Manager Martin Roy spoke to the resolution. He said the road will be closed
beginning July 13 to allow a culvert replacement project to take place.
Motion passed 3-0.
CONSENT ITEMS
Commissioner Jackson made a motion to approve minutes from the June 29, 2020, meeting as well as
Resolution 20-227. Commissioner Fund seconded.
Resolution 20-227:Approval of warrants/claims against the various county departments.
Financial Analyst III Grace Jimenez, representing the Auditor's Office,said warrants numbered 830,123
through 830,372 and 830,396 through 830,429 were issued for payments against the county totaling
$1,054,923.16. She noted a skip in sequence for warrants 830,108 through 830,122 and 830,373
through 830,395, which were issued on behalf of Special Purpose Districts.

Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Fund made a motion to approve Resolutions 20-228 through 20-232. Commissioner
Jackson seconded. Commissioner Fund made a motion to amend her earlier motion to reflect that
Resolution 20-230 had been tabled. Commissioner Jackson seconded. Motion passed 3-0.
Resolution 20-228: Extend the local declaration of a state of emergency in response to the COVID-19
virus in Lewis County.
County Manager Erik Martin spoke to the resolution. He said the resolution would extend the
declaration another 30 days.
Resolution 20-229:Approve the proposed acquisition of a temporary easement for the Stowell Road
bridge repair project.
Real Estate Services Manager Martin Roy spoke to the resolution. He said the county will need to
acquire a temporary easement from one property owner to allow it to repair the bridge.
Resolution 20-230: Approve an Amendment to the Interlocal Agreement between the City of Winlock
and Lewis County and authorizing the County Manager's signature thereon.
Erik Martin recommended the board table the agreement for one week. He said the resolution will
allow the county to take over some work regarding permitting in the UGA. Civil Chief Deputy
Prosecuting Attorney Eric Eisenberg said the county is still considering whether the county will take over
all or just some of the permitting. Erik noted that Winlock likely will vote on the agreement July 14.
Resolution 20-231: Approve a grant contract between Washington State Department of Ecology and
Lewis County as well as authorize the Director of Community Development to sign on behalf of Lewis
County.
Community Development Director Lee Napier spoke to the resolution. She said the county must update
its Shoreline Master Plan every eight years. She said the resolution would allow for a contract with the
State Department of Ecology for updates.
Resolution 20-232: Approve an interlocal agreement with Thurston County for the purpose of cost
sharing in the Chehalis River Basin Flood Warning System.

Community Development Director Lee Napier spoke to the resolution.She said the resolution will allow
Lewis County to have a cost-sharing agreement with Thurston County.
Motion passed 3-0.
HEARING
Ordinance 1318:Approve an Amendment to Chapter 18.10 of Lewis County Code-Public Works Fee
Schedule.
Commissioner Stamper introduced the hearing.
Public Works Director Josh Metcalf gave the staff report. He said the ordinance cleans up language in
county code about the process for the fee schedule. He said the ordinance did not make any changes to
the fees themselves.
Commissioner Stamper asked if there were any questions.There were no questions.
Commissioner Stamper then closed the question-and-answer portion of the hearing.
Josh Metcalf asked that his previous comments be adopted into the record.
Commissioner Stamper asked if anyone wanted to speak for or against the resolution.
No one asked to speak.
Commissioner Stamper closed the hearing.
Commissioner Jackson made a motion to approve Ordinance 1318. Commissioner Fund seconded.
Motion passed 3-0.
ANNOUNCEMENTS
None.
COVI D-19
Erik Martin said the county has learned of one new COVID-19 case, involving a person in their 40s.
JP Anderson discussed recently announced COVID cases linked to the Chehalis Safeway.
Commissioner Fund discussed a grant match for a telehealth grant.She said the group working on the
grant has reached out to the USDA to secure the$100,000 that's needed.She noted that WSAC and
WACO are looking for funding opportunities.

Commissioner Stamper said the Board would like to weigh in before meetings are canceled.
Commissioner Jackson said he understood there were questions about the grants the EDC is
spearheading on the county's behalf.
• Eric Eisenberg said applications would be subject to the Public Records Act.
• Eric said the federal government has given the state Coronavirus Relief Funding that has been
given to the county. He said Lewis County contracted with EDC, which selected a committee of
citizens to decide on the allocations.Therefore, he said,the deliberations about the applications
must adhere to Open Public Meetings Act guidelines.
Eric said the topic is on the agenda for July 7.
The commissioners discussed their calendars and rescheduled the time for the July 8 Directors' Update.
