Jonathan Meyer said the elevator was supposed to be taken
care of in Phase I and that its completion was part of the
reason the BOCC agreed to the refinance request. He said the
EDC’s .09 committee recommended approval of the new .09
request but that the BOCC and his office had some questions
about the new request, especially considering the points
above.
Todd Chaput said he addressed the county’s concerns during
his quarterly updates with the BOCC prior to his departure.
Commissioner Jackson said he noted that the group has $1.9 million in an account.
Jonathan said the refinance was approved to allow the PFD to complete Phase I.
Commissioner Jackson asked why the PFD is asking for additional funds to complete Phase I when it was
supposed to already have done so.
Jonathan said the mezzanine was part of the agreement for the refinance.
Ron Averill said the elevator was separated from the rest of the project so the group could use the Small
Works roster.
Jonathan said parking was addressed in earlier conversations.
Commissioner Fund said the .09 committee’s support of the new application did not take into account
the county’s concern regarding the lack of completion of Phase I.
Jonathan said the .09 committee had said no to giving the PFD Distressed Counties funds for the parking
lot so the group now wants to use the refi money and an additional .09 agreement to complete Phase I
so it can use any other funds toward the parking lot.
Jonathan said the refi was supposed to take care of the mezzanine as well as the elevator.
Commissioner Stamper said he’d like to have a face-to-face meeting with the PFD. He said he would like
the PFD to provide a breakdown of what the group’s plan looks like.

Ron Averill said the PFD does not have bylaws.
Ron said the county is not involved in the TPA. Jonathan Meyer said the county has requested signed
copies of the TPA bylaws and still has not received those.
Suzette Smith asked for an update of the estimates provided when the county was considering the refi
request.
Treasurer Arny Davis said the Treasurer’s Office is working to refund the general obligation bond, which
could save the county roughly $40,000. Arny said the Treasurer’s Office urges the BOCC to take the
savings up front.
