2020-06-23 PFD update re .09 requestPFD update re: .09 request June 23, 2020 1:16 p.m. Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson, Amber Smith, Ron Averill, Arny Davis, Tom Crowson, Todd Chaput, Amy Buzzard, Dave Sheerer, Dale Pullin, Rob Hill, Ross Petersen, Nicole Kiddoo, Becky Butler, J Ladd, Candy Hallom Recorder: Rieva Lester Arny Davis reviewed the PFD’s financials. Ron Averill said the PFD separated the elevator project from the mezzanine project. He noted that the projects are behind schedule. Ron said the PFD receives far more than its obligated bond payment of $31,582.59. Ron said the PFD agreed to pay the county $122,000 out of its new bond for 2020 and 2021, which it has done. He said further payments are scheduled. Ron reviewed project plans: Complete Phase I (build out and elevator - $385,000). Phase II extension: Interior finishes: flooring, basketball hoops and volleyball standards ($360,000) and parking lot ($450,000). He said the entire project totals $2.8 million. Building extension: Building permit, construction insurance, building erection, insulation, slab floor, erection, heating, fire ($1,251,000). Ron said the PFD has received a $450,000 grant from TransAlta that will be used for the parking lot. Commissioner Jackson noted that the PFD’s agreement with the county for the bond indicated that the PFD needed to complete the mezzanine and elevator as Phase I. Candy Hallom noted that the PFD agreed to use the money to finish Phase I. She said the .09 request makes it appear as if the PFD is asking for more money for the same project. She said the .09 is to complete the project, not the mezzanine. Ron discussed the PFD’s timeline: Phase 1 • Late June – go to bid • Mid-July – Sign contract Phase 2 • Late June / early July 2020: go out to bid for steel building • Late July early August 2020: Sign contract on Phase 2 • August / September: Foundation and slab installed • Early October: Deliver building • Late October: Start staging • February 2021: Flooring and basketball rims • April 2021: project completion Ron reviewed the timeline for the mezzanine, noting that the group is working to fix mistakes related to the planned shaft. Ron discussed the tourism dollars the PFD brings into the area. The commissioners said they would further review the PFD’s .09 request. Meeting ended at 2:18 p.m.
