2020-07-27 Code EnforcementCode Enforcement update July 27, 2020 2:33 p.m. Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson (remotely), Bill Teitzel, John Abplanalp, Tammy Martin Recorders: Tammy Martin and Rieva Lester Bill Teitzel provided the following updates about Code Enforcement compliance issues: Hazel's PieWay on Highway 12, Packwood: Unpermitted food establishment violation has been voluntarily abated. 345 Oyler Rd., Ethel: Owner has submitted an acceptable plan that has not yet been implemented, but there will be a cease and desist notification due to complaints. Will take some time to do, but Public Works is handling the matter. 405 Leudinghaus Rd, Chehalis: Activities at the race track have been fairly quiet lately. The house appears to be vacated, based on feedback. There have been a few people riding, but they’ve been members of the property owners’ family. 185 Pine Tree Lane, Toledo: Septic is nearly complete. The issue involves the cargo container structures in which the owners are residing. The newly permitted structure being built is made of straw bales and stucco. A decision will be made in August about whether the cargo containers are approved as dwellings. Blakeslee Junction properties: Problem is a homeless encampment on WSDOT properties. The encampment is located within the UGA, and WSDOT plans to auction off the property on which the encampment is situated. WSDOT has not stopped the violation. County will need to work with state legislators to find a solution. Encampment includes recreational vehicles (RVs) as well as 2x4 structures. One RV has been converted into a mobile-type of outhouse. Problem centers on roughly 2 to 3 acres and involves 20 to 30 people. Charles Nygard is charging people to live on WSDOT property. 4329 US Hwy 12, Mossyrock: Notice of violation issued in response to RV occupancy and unpermitted septic near Mossyrock Bridge. 414 Russell Road, Winlock: Continuing solid waste issues. House burned down last January and county has been unable to get the homeowner to take care of the problem. Due to solid waste issues, abatement may be a consideration. Rieva Lester joined at 2:56 p.m. 108 Rose Marie Dr., Chehalis: Resurrection of solid waste violations. County could consider footing the bill for the roughly $5,000 cleanup. 210 Carroll Way, Chehalis: Worst now than it’s ever been. Solid waste is quite an issue. Nearby property, 189 Carroll Way, also is becoming an issue. Civil infractions have been issued. Winlock Fiber - Hale and Tennessee Roads, Winlock: Mill removed sound barriers. New manager just came on board and said he will take care of the problem. 407 Manners Rd., Rochester: Neighbor claims stream is being dredged in the middle of the night. No evidence to indicate such. 1511 State Route 505, Toledo: Fill and grade issue. Stop-work order was issued. Community Development has been asked to review. 456 State Route 505, Winlock: Lots of RVs. Murder occurred recently and property is in probate. Late owner’s daughter is trying to get RV inhabitants to leave. Fire Mountain Farms / Emerald Kalama Chemical: Comment period is open. Blueberry company in Toledo: Owner has said it will return the property to its original state. Winlock animal abuse: Trial is planned for August. Meeting adjourned at 3:12 p.m.
