Commissioner Fund and Stamper agreed to propose a zero increase in operations for 2021 Budget
Planning.
Josh Metcalf estimates a 25% budget deficit because of a decrease in new construction and decreased
fuel tax revenue. Becky said that the Commissioners might have to consider a fund transfer for Roads
and Sheriff’s budget. Commissioner Stamper suggested keeping the budget at the 2020 rate until
preliminary numbers are available.
WSU contract needs revisited by October.
Becky is looking into other funding sources for Senior Services.
Coronavirus Relief Funds –Commissioner Stamper and Commissioner Fund would like to move forward
with allocating $200,000 to non-profit groups. Both Commissioners would like to fund both operations
and services. Matt suggested having guiding principles to determine administrative costs. Becky would
like to shift some of the CRF funds to help with schools as well. Becky asked Matt to help provide
guidelines for Thursday COVID-19 to wrap up details.
Broadband Grant proposals: We have received two proposals. Asking to delay any decision until
Commissioner Jackson and Erik Martin come back from vacation. The grant specifies that it will only
fund projects that have to be in place within the timeline. Commissioner Stamper would like to schedule
a meeting and have both parties responsible for the proposals present.
Amber wanted to bring to the Board’s attention as to what was available for grants and funding.
Twenty-six applicants were unable to receive funding from CRF grants. Based on distributions, there can
be a MOU to determine criteria. There are other funds and sub-grants that Andy said they are trying to
help River Valley Community Health through the Trans-Alta grant.
May’s sales tax was up, but the rural sales tax was down. This will affect .09 funds. Motor vehicle fuel tax
was down approximately $266,000 and is anticipated to remain low.
Becky said that shifting employees to other areas and using COVID-19 funds was to minimize impact, but
there will have to be a general fund transfer in order to cover costs of utilities of the fair.
