Drug Court Manager Stephanie Miller discussed a resolution concurring in the Superior Court's request for proposals (RFP) for Substance Use Disorder & Behavioral Health Treatment for Lewis County Drug Court & Family Recovery Court programs. Stephanie Miller and Superior Court Judge Toynbee discussed Drug Court and Family Court as well as video technology for remote court appearances. Matt Jaeger discussed video technology available for the courts and jails. Josh Metcalf discussed a resolution approving a call for bids for five new pickup trucks and one new 1- ton truck chassis. Josh Metcalf discussed a resolution issuing a Request for Proposals (RFP) to provide on-call material testing services 2020-2021 for projects including Federal Highway Administration (FHWA) funded projects and Lewis County Transportation Improvement Program (TIP) projects. Josh Metcalf discussed a notice of hearing regarding a franchise to Cardinal FG Company to install, construct, operate and maintain natural gas facilities in Lewis County rights of way. Josh Metcalf discussed a resolution listing the bids and contractor selected for the purchase of one passenger van and three SUV vehicles. Becky Butler, JP Anderson and Meja Handlen discussed a resolution to approve an agreement between Lewis County and the Department of Commerce to provide funds through the Emergency Solutions Grant – COVID 19 in the amount of $198,017. Erik Martin, JP Anderson and Meja Handlen discussed a resolution to approve an Amendment E to contract between Lewis County and The Salvation Army to add funds and extend termination. Doug Carey discussed a resolution to amend a lease between Lewis County and Lewis County Seniors for the use of five senior centers in Lewis County. Doug said the seniors have a potential grant that would require a longer building lease since the group does not own the buildings. Amber Smith discussed an ordinance to dissolve Dikage and Drainage District #1 for Lewis County pursuant to Chapter 36.96 RCW. Commissioner Fund made a motion to move six notice items, two consent items, five deliberation items and one hearing to the Monday, Aug. 17, 2020, BOCC agenda. Commissioner Jackson seconded the motion. Motion passed 3-0. COVID-19 Erik Martin said a meeting to discuss the Coronavirus Relief Funding is planned soon. Becky Butler said she would provide an update the following week. Erik discussed a request from the Prosecuting Attorney’s Office regarding a school “hub” for employees’ school-age children unable to attend school in-person due to school cancelations linked to COVID-19. Doug Carey discussed preventive measures taking place at the fairgrounds, jail and Juvenile to accommodate potential isolation needs. Commissioner Jackson left at 9:57 a.m. Roundtable Josh Metcalf invited the group to the Mickelsen Parkway groundbreaking ceremony later in the day. Josh said construction of the Toledo taxiway is essentially wrapped up. He said chip seal work is nearly complete and that the Jackson Highway fish passage project is nearly complete. Matt Patana said Facilities is making headway in its new maintenance-first approach. He provided updates on projects underway, including door installation, painting, etc. Tamara Hayes discussed painting efforts at the fairgrounds. She said Discover Lewis County will launch its new website within the next few days. Erik Martin said the Budget call letter has been sent out. Becky urged offices and departments to evaluate their costs and needs. Matt Jaeger discussed work to add internet access points. Gary Fredricks said he doesn’t not yet know what day the wifi hotspot equipment will arrive in Lewis County. Lee Napier said the Planning Commission chair has resigned and that the county has received an application. Scott Smitherman said work on a microwave project is taking place. Rieva Lester discussed the following week’s Employee Picnic. Commissioner Fund discussed a plaza idea the City of Centralia is considering. The commissioners said they likely would not got into executive session to review qualifications of applicants for the vacant Fire 2 position. The group discussed the commissioners’ calendars. Commissioner Fund discussed the Salary Commission’s decision to give the commissioners a 10 percent raise and to recommend raises for other elected officials. She said she is going to donate her raise to nonprofits within the county. Commissioner Stamper said he too will be donating more to area nonprofits. Meeting adjourned at 10:32 a.m.
