Solid Waste Manager Greg Gachowsky discussed a proposed update of the 1993 Interlocal Agreement
for Solid Waste Disposal Administration.
Greg said he had found a foundational document from the 1990s. He requested the Board of County
Commissioners (BOCC) review a proposed update to the interlocal to clearly define the roles of the Solid
Waste Disposal District (SWDD) commissioners. He suggested having the document reviewed every five
years.
Greg detailed some of the proposed changes to the interlocal, including outlining the SWDD’s duties, the
BOCC’s duties and the two boards’ shared responsibilities. He said the revised interlocal outlines
amounts for tipping fees, rental amounts and the maintenance and / or purchase of heavy machinery.
Greg said the proposed interlocal also makes the SWDD and the BOCC equally responsible for eliciting
the participation of the Solid Waste Advisory Committee (SWAC). He said the SWDD will receive the
SWAC’s recommendations and that the BOCC will continue making the appointments.
Noting that he was making the motion as a both a BOCC commissioner and SWDD #1 commissioner,
Commissioner Jackson made a motion to approve an updated interlocal between the SWDD and the
BOCC.
Commissioner Fund seconded.
Motion passed 3-0.
