Doug Carey and Steve Wohld discussed the proposed changes, including:
• Moving Public Works to Kresky
• Remodeling Juvenile (including additions)
• Moving Community Development to the county campus
• Moving the jury parking lot to the area near the post office
• Demolishing the old credit union building
• Regrading the parking lot
Steve said Treasurer Arny Davis found that the county could extend the debt life and pull out $6 million
for a Juvenile revamp without increasing the debt service. Steve said the original estimate for the rest of
the projects (excluding the EOC, 911, 911 infrastructure and the Animal Shelter) was $15 million $20
million. He said proposals were scaled back to roughly $6.6 million. He and Arny Davis noted that the
county could pull up to $10 million, if needed, without increasing the debt service.
Arny Davis left at 4:27 p.m.
Steve said Community Development will move to the formal site of the Eugenia Center / Human
Response Network, allowing Public Works to move to the Kresky site. He said the Animal Shelter will be
built using donations. Steve and Becky discussed the possible use of REET 1, REET 2 or one-tenth of 1
percent funds for the Capital Facilities Plan.
Commissioner Fund made a motion to have Treasurer Arny Davis proceed with refunding the existing
bond debt for the Capital Facilities Projects as presented during the meeting.
Commissioner Jackson seconded.
Motion passed 3-0.
Commissioner Fund made a motion to forward the Capital Facilities Plan, as proposed, to the Lewis
County Planning Commission.
Commissioner Jackson seconded.
Motion passed 3-0.
