2021-01-11 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS (BOCC) Business Meeting minutes January 11, 2021 Present: Commissioner Stamper, Commissioner Pollock, Commissioner Swope Recorder: Rieva Lester Commissioner Stamper called the meeting to order at 10 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT None. NOTICE ITEM Commissioner Pollock made a motion to approve Resolution 21-015. Commissioner Swope seconded. Resolution 21-015: Notice of public hearing to consider Ordinance 1323, an ordinance to amend the Lewis County Comprehensive Plan.The hearing will take place in the Commissioners' Hearing Room at or after 10 a.m. Feb.8, 2021. Assistant Planner Brianna Uy spoke to the resolution. She said the Planning Commission has recommended four changes for the Comp Plan. Motion passed 3-0. CONSENT ITEMS Commissioner Swope made a motion to approve minutes from the January 4, 2021, meeting as well as Resolution 21-016. Commissioner Pollock seconded. Resolution 20-016: Approval of warrants/claims against the various county departments. Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 836,927 through 836,037 and direct disbursements numbered 2649, 2903, 2906 through 2908, 2913, 2925, 1 2926, 2936, 2949, 2952, 2995 and 2996 were issued in January for payments against the county totaling $703,460.14. Suzette noted a skip in sequence for warrants 836,917 through 836,926, which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Pollock made a motion to approve Resolution 21-009 as well as Resolutions 21-017 through 21-020. Commissioner Swope seconded. Resolution 21-009: Approval of the Twenty-first Supplement Agreement between West Consultants Inc. and Lewis County, acting as Fiscal Agent for the Chehalis River Basin Flood Authority, and authorization for the Director of Community Development to sign the same on behalf of Lewis County. Community Development Director Lee Napier spoke to the resolution. She said the county acts as the Fiscal Agent for the Chehalis River Basin Flood Authority. She said the resolution increases the budget and timeline and provides after-the-fact approval regarding work on river gauges. Resolution 21-017: Approve an amendment for CJTA Funded Treatment and Recovery Support Services between Washington Health Care Authority and Lewis County. Public Health and Social Services Director JP Anderson spoke to the resolution. He said the resolution increases the contract by $36,000 and extends the contract through June 30, 2021. He said Alison Puckett was instrumental in securing the additional funding. He noted that PHSS does not charge admin fees for the work it performs. Alison noted that the funding was reallocated because it was not used by the county/counties originally slated to receive the funding. Resolution 21-018: Approve an Intergovernmental Cooperative Agreement between Lewis County and the United States Geological Service. Public Works Director Josh Metcalf spoke to the resolution. He said the funding covers work on a streamgaging program. Resolution 21-019: Appoint Brian Merryman as an alternate on the Lewis County Water Conservancy Board. Rieva Lester and Commissioner Stamper spoke to the resolution. They noted that Water Conservancy Board President Chris Vandenberg requested the appointment. 2 Resolution 21-020:Appoint Ronda Chumbley,Cynthia Clark and Amy Turnbull to the Lewis-Mason- Thurston Area Agency on Aging(LMTAAA)Advisory Council. Commissioner Stamper spoke to the resolution. He noted the county received five applications for the three vacancies. Commissioner Swope noted that the three individuals represent each of the three commissioner district. Motion passed 3-0. COVI D-19 Public Health and Social Services Director JP Anderson said the county is continuing to work on rolling out a COVID-19 vaccine. He noted that the county has received a limited number of vaccines and is coordinating with providers to distribute those to the"A"group,which includes front-line health-care workers as well as individuals living in assisted living facilities.JP said the "B"group will include those age 70 or older as well as those 50 or older who live in a multi-generational household. JP addressed a discrepancy between the state and county's data regarding the number of Lewis County deaths. He noted that the county will confirm whether additional fatalities are local residents before adding them to the county's data. ANNOUNCEMENTS Ron Averill discussed items the commissioners reviewed earlier in the meeting, including the LMTAAA vacancies, the agreement regarding river gauges and the appointment to the Water Conservancy Board. PRESS CONFERENCE In response to a question from Susan DeLaire,Tailor Albright read clarification JP provided regarding the intergenerational designation.
