January 25, 2021
Present: Commissioner Stamper, Commissioner Pollock, Commissioner Swope

Commissioner Stamper called the meeting to order at 10:01 a.m., determined a quorum and then
proceeded with the flag salute.
PUBLIC COMMENT
None.
PRESENTATION
Commissioner Pollock made a motion to approve a proclamation recognizing Law Enforcement.
Commissioner Swope seconded.
Emergency Management Deputy Director Andy Caldwell read the proclamation into the record.The
commissioners thanked Lewis County's law enforcement for their efforts.
Motion passed 3-0.
NOTICE ITEMS
Commissioner Swope made a motion to approve Resolutions 21-021 through 21-023. Commissioner
Pollock seconded.
Resolution 21-021: Lewis County 2021 budget emergency and supplemental appropriations to and
transfers within current expense and various funds, notice of hearing thereon.The hearing will take
place in the Commissioners' Hearing Room at or after 10 a.m. Feb. 1.
Budget Services Administrator Becky Butler spoke to the resolution. She said the public can attend the
hearing via Zoom and /or provide written comments. Becky said the amendment will allow the rollover
and use of COVID-19 funds.

Resolution 21-022: Issuing a Request for Proposals(RFP)to provide annual wetland and stream
services for projects including Federal Highway Administration (FHWA)funded projects, Federal
Emergency Management Agency(FEMA)funded projects, and Lewis County Transportation
Improvement Program (TIP) projects. Proposals are due to the County Engineer by 1 p.m. Feb. 8.
Public Works Director Josh Metcalf spoke to the resolution. He said the request for proposals takes
place annually.
Resolution 21-023: Issuing Public Notice Lewis County is seeking coverage under the Washington
Department of Ecology's Construction Stormwater NPDES State Waste Discharge Permit for the
Cowlitz River Public Access Point project.
Public Works Director Josh Metcalf spoke to the resolution. He said the notice will run in The Chronicle
on Jan. 26 and Feb. 2.
Motion passed 3-0.
CONSENT ITEMS
Commissioner Pollock made a motion to approve minutes from the January 11, 2021, meeting as well
as Resolution 21-024. Commissioner Swope seconded.
Resolution 21-024: Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 837,063 through
837,320 and 837,358 through 837,493 as well as direct disbursements numbered 2923, 2937, 2953,
2976 and 3010 through 3013 were issued in January for payment against the county totaling
$2,096,771.10. Suzette said payroll Automatic Deposits 20,881 through 21,472 also were approved for
payments against the county totaling$1,720,138.84.Suzette noted a skip in sequence for warrants
837,038 through 837,062 and 837,321 through 837,357, which were issued on behalf of Special Purpose
Districts.
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Swope made a motion to approve Resolutions 21-025 through 21-039. Commissioner
Pollock seconded.

Resolution 21-025:Approve the proposed acquisition of additional right of way for Borovec Road MP
0.032, Chehalis.
Real Estate Services Manager Martin Roy spoke to the resolution. He said a fish passage project on
Borovec Road will require additional right of way from two adjacent property owners.
Resolution 21-026: Reject all bids for the material purchase of rock for the 2021 3R program.
Public Works Director Josh Metcalf spoke to the resolution. He said the county received one responsive
bidder for the project. He said the bid was 100 percent more than the Engineer's Estimate. He said the
project will be rebid.
Resolution 21-027:Accept an amendment to an interlocal agreement for use of jail facilities between
Lewis County Sheriff/County and the Washington State Department of Corrections.
Chief Chris Sweet spoke to the resolution. He said the one-year amendment increases the daily bed rate
by 5 percent to $83.81.
Resolution 21-028: Accept an interlocal agreement for use of jail facilities between the Lewis County
Sheriff's Office/County and the incorporated cities of Centralia, Napavine, Pe Ell and Winlock.
Chief Chris Sweet spoke to the resolution. He said the agreements set the daily bed rates at a flat fee of
$75.
Resolution 21-029: Approve an agreement between Lewis County and Lewis County Work
Opportunities to provide Individual Employment and Community Inclusion services.
Public Health and Social Services Director JP Anderson spoke to the resolution. He said the contract
runs through March 31, 2021, and provides funding totaling up to $57,000.
Resolution 21-030:Approve an agreement between Lewis County and the Department of Commerce
to provide Shelter Program Grant funds through the Housing Assistance Unit in the amount of
$421,287.
Public Health and Social Services Director JP Anderson spoke to the resolution. He said the contract
runs through June 30, 2023.
Resolution 21-031:Approve an agreement between Lewis County and Bird's Eye Medical to provide
COVID-19 vaccine consultation, coordination and administration.

Public Health and Social Services Director JP Anderson spoke to the resolution. He said the contract
runs through June 30, 2021, and provides funding of up to $100,000.
Resolution 21-032: Approve a professional services contract between Lewis County and ESD 113 for
Student Success Navigator Program.
Public Health and Social Services Director JP Anderson spoke to the resolution. He said the contract
runs through December 31, 2021, and provides funding up to $90,074 through the one-tenth of 1
percent sales and use tax.
Resolution 21-033: Approve Memorandum of Understanding Amendment A between Valley View
Health Center and Lewis County to provide COVID-19 testing and vaccine administration.
Public Health and Social Services Director JP Anderson spoke to the resolution. He said the contract
runs through June 30, 2021, and provides an additional $100,000 in funding for a new project total of
$500,000.
Resolution 21-034: Approve Memorandum of Understanding Amendment A between Northwest
Pediatric Center and Lewis County to provide COVID-19 testing and vaccine administration.
Public Health and Social Services Director JP Anderson spoke to the resolution. He said the contract
runs through June 30, 2021, and adds an additional $100,000 in funding.
Resolution 21-035: Approve a memorandum of understanding between Infection Prevention &
Antimicrobial Consultants (IPAC)and Lewis County to provide consultation and training activities.
Public Health and Social Services Director JP Anderson spoke to the resolution. He said the contract
runs through Dec. 31, 2021.
Resolution 21-036: Approve Amendment B between the Washington Department of Commerce and
Lewis County for Washington State COVID-19 Outbreak Emergency Housing.
Public Health and Social Services Director JP Anderson spoke to the resolution.
Resolution 21-037:Approve the use of the Southwest Washington Fairgrounds by Lewis County Public
Health and Social Services as a COVID-19 vaccination site.
Public Health and Social Services Director JP Anderson and Internal Services Chief Steve Wohld spoke
to the resolution. They said the MOU allows the use of the Fairgrounds as a vaccination site through
June 2021.

Resolution 21-038:Amend the authority of appointed department directors of to execute certain
contracts.
Clerk of the Board Rieva Lester spoke to the resolution. She said the resolution allows department
directors to execute consulting services contracts, projects, agreements,grant applications,contract
amendments and change orders totaling up to $50,000 without BOCC ratification and for amounts
totaling up to$200,000 with BOCC ratification,which can take place after the fact.
Resolution 21-039:Appoint Edna J. Fund and Fionna Velazquez to the Southwest Washington Fair
Advisory Commission.
Commissioner Stamper spoke to the resolution.
Motion passed 3-0.
COVID-19
Public Health and Social Services Director JP Anderson reviewed the county's current number of
COVID-19 cases.JP Anderson discussed a vaccination clinic that took place at the Southwest Washington
Fairgrounds Jan. 24. He thanked the volunteers who helped make it possible, noting that it was
partnership between the county, United Way and Providence.JP discussed state vaccination sites,
noting that Lewis County must advocate to continue receiving some of the allotted vaccines.JP also
discussed a new variance to the COVID-19,which appears to be more easily transmitted than the
original virus.
The commissioners and former Commissioners Edna Fund and Ron Averill discussed the vaccination
event that took place Jan. 24.
ANNOUNCEMENTS
Willie Painter of Lewis County PUD discussed HB 1336,which would provide public utility districts across
the state with retail telecommunications authority.
