2021-02-01 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes February 1, 2021 Present: Commissioner Stamper, Commissioner Pollock, Commissioner Swope Recorder: Rieva Lester Commissioner Stamper called the meeting to order at 10 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT None. NOTICE ITEM Commissioner Pollock made a motion to approve Resolution 21-040. Commissioner Swope seconded. Resolution 21-040: Call for bids for official newspaper to publish all of Lewis County's legal and other official notices for one year beginning July 1, 2021. Bids are due to the Clerk of the Board by 3 p.m. Thursday, March 11, 2021. Clerk of the Board Rieva Lester spoke regarding the resolution. She said the resolution is part of an annual process to select a publication to serve as the county's newspaper of record for one year. Motion passed 3-0. CONSENT ITEMS Commissioner Swope made a motion to approve minutes from the January 25,2021, meeting as well as Resolution 21-041. Commissioner Pollock seconded. Resolution 20-041:Approval of warrants/claims against the various county departments. 1 Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 837,541 through 837,760 and direct disbursements numbered 3009, 3014, 3015, 3017, 3018, 3021, 3022, 3027 and 3054 through 3057 issued in January for payments against the county totaling$1,469,622.90. She said Automatic Deposits 21,473 through 22,047 also were approved for payments against the county totaling $1,722,277.98.Suzette noted a skip in sequence for warrants 837,494 through 837,540,which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Pollock made a motion to approve Resolutions 21-042 through 21-046. Commissioner Swope seconded. Resolution 21-042: Ratifying consultant supplements over$50,000 for an active Public Works project. Public Works Director Josh Metcalf spoke regarding the resolution. He said the resolution approves after-the-fact ratification of Supplement#2 and approves the execution of Supplement#3. Resolution 21-043: Approve a Title VI Non-Discrimination Agreement between Lewis County and Washington State Department of Transportation and authorize signatures thereon. Public Works Director Josh Metcalf spoke regarding the resolution. He said the agreement is a federal requirement. Josh said the data used comes from the Office of Financial Management. Resolution 21-044: Cancellation of delinquent personal property& mineral rights taxes from the Tax Collection System. Treasurer Arny Davis spoke regarding the resolution. He said the list includes write-offs for 114 mineral rights properties totaling$2,313.58, 13 businesses totaling$4,081.64 and 14 mobile homes totaling $823.62 for a total write-off of$7,218.84. Resolution 21-045:Approve an agreement between TransAlta Centralia Board Funding LLC and the Lewis County 911 Communications Center for FFY 2021. 911 Communications Administrator Scott Smitherman spoke regarding the resolution. He said TransAlta would provide $150,000 for the 911 telephone system under the agreement. Resolution 21-046: Continuing support for a basin-wide solution to flooding and aquatic species restoration. 2 Former Commissioner Edna J. Fund spoke regarding the resolution.She said the flood retention facility best protects the area from catastrophic floods. Col. Ron Averill said many jurisdictions are lending their support. Motion passed 3-0. HEARING Resolution 21-047: Lewis County 2021 budget, emergency and supplemental appropriations to and transfers within current expense and other funds. Commissioner Stamper introduced the hearing. Budget Services Administrator Becky Butler gave the staff report. She said notice of the hearing was published in The Chronicle on Jan. 26.She said the amendment reflects a $662,710 increase in expenditures and a $715,398 increase in revenues, resulting in a $52,688 increase in the estimated ending fund balance. Becky said the amendment reflects changes related to Coronavirus Relief Funds,CARES Act funding,gap funding from the Department of Health and others. Commissioner Stamper asked if there were any questions.There were no questions. Commissioner Stamper then closed the question-and-answer portion of the hearing. Becky asked that her previous comments be adopted into the record. Commissioner Stamper asked if anyone wanted to speak for or against the resolution. No one spoke. Commissioner Stamper closed the hearing. Commissioner Swope made a motion to approve Resolution 21-047. Commissioner Pollock seconded. Motion passed 3-0. COVI D-19 Public Health and Social Services Director JP Anderson discussed discrepancies in the state's data regarding the number of vaccinations provided. He said the county is expected to be allocated 600 more vaccines later in the week. He discussed outreach for senior citizens and advocacy for additional vaccines. Dr. Rachel Wood discussed the need to reach out to home-bound seniors as well as the need to push for local mass vaccination sites locally. Col. Ron Averill echoed concerns about reaching home- 3 bound seniors. Dr. Wood said those without internet access can call the hotline at 800-525-0127 to find vaccination sites. ANNOUNCEMENTS Col.Averill said the Farm Bureau will meet via Zoom on Feb. 3. Former Commissioner Fund said the fair will meet with its consultant at 5 p.m. Feb. 2. The commissioners reviewed their calendars. PRESS CONFERENCE No questions.
