2021-02-22 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes February 22, 2021 Present: Commissioner Stamper, Commissioner Pollock, Commissioner Swope Recorder: Rieva Lester Commissioner Stamper called the meeting to order at 10 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT None. NOTICE ITEMS Commissioner Pollock made a motion to approve Resolutions 21-061 and 21-062. Commissioner Swope seconded. Resolution 21-061: Notice of hearing regarding a franchise to City of Winlock to install,construct, operate and maintain water and sewer line facilities in Lewis County rights of way.The hearing will take place at or after 2 p.m. March 16,2021, in the Commissioners' Hearing Room. Real Estate Services Director Martin Roy spoke to the resolution. He said Winlock wants to combine water and sewer area and would like to expand the area to include the Mickelsen development area. Resolution 21-062: Notice of hearing regarding a franchise to Wiltel Communications LLC to install, construct, operate and maintain telecommunications facilities in Lewis County rights of way.The hearing will take place at or after 2 p.m. March 16,2021, in the Commissioners' Hearing Room. Real Estate Services Director Martin Roy spoke to the resolution. He said the agreement with Wiltel is a renewal of an existing agreement. Motion passed 3-0. 1 CONSENT ITEMS Commissioner Swope made a motion to approve minutes from the February 8,2021, meeting as well as Resolution 21-063. Commissioner Pollock seconded. Resolution 21-063:Approval of warrants/claims against the various county departments. Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 838,065 through 838,294 and 838,375 through 838,399 as well as direct disbursements numbered 3016, 3019, 3020, 3028, 3029, 3047, 3058, 3059, 3067, 3071 through 3073, 3082 through 3084, 3086, 3095, 3096, 3102, and 3110 through 3116 were issued in February for payments against the county totaling$2,066,550.94. She said payroll Automatic Deposits numbered 22,048 through 22,627 also were approved for payments against the county totaling$1,776,905.88. Suzette noted a skip in sequence for warrants 838,021 through 838,064 and 838,295 through 838,374, which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Pollock made a motion to approve Resolutions 21-064 through 21-074 as well as Resolution 21-042A. Commissioner Swope seconded. Resolution 21-064: Approve SECO county coordinator professional development(CPD) contract SFY2021. County Manager Erik Martin spoke to the resolution. Erik said SECO is the State E911 Coordination Office. Erik said the contract adds an additional $67,016 in funding. Resolution 21-065: Approve a collective bargaining agreement between Lewis County and the Corrections Deputies for calendar years 2020-22. HR Director Chris Panush spoke to the resolution. Chris said the CBA reflects cost-of-living adjustments (COLA) totaling 2.50 percent in 2020, 2.50 percent in 2021 and 2.0 percent in 2022. Resolution 21-066: Approve an agreement between Lewis County and Housing Resource Center to provide funds for emergency shelter services in the amount of$263,288. Public Health and Social Services Director JP Anderson spoke to the resolution. He said the group will help provide homeless individuals and those at risk at becoming homeless. 2 Resolution 21-067:Appoint members to the Distressed Counties (.09) Fund / Rural Economic Development Public Facilities Advisory Committee. County Manager Erik Martin spoke to the resolution. He read off names of the appointees. Resolution 21-068: Adopt changes to the regular public meeting schedule of the Lewis County Board of County Commissioners. County Manager Erik Martin spoke to the resolution. Resolution 21-069: Listing the bids received and contractors selected for the 2021 Rock Purchase Rebid. Public Works Director Josh Metcalf spoke to the resolution. He said the top three bids were as follows: Contractor Name 3/8-No 4 Crushed Screening Crushed surfacing top course (CSTC) Good Crushing $20.00/ton $10.00/ton Winston Quarry No Bid $10.00/ton Alderbrook Quarry $18.00/ton $10.00/ton Resolution 21-070: List the bids received and contractor selected for the Stowell MP 0.57 Bridge Scour Repair Project, Federal Aid Project No. BHOS-2021(055), F.A.Agreement No.TA-6339, County Road Project No. 2159K. Public Works Director Josh Metcalf spoke to the resolution. He said the county received nine bids for the project and that Active Construction was the apparent low bidder at$320,320. Erik Martin said the engineer's estimate for the project was more than $457,000. Resolution 21-071: Ratify a consultant supplement over$50,000 for an active Public Works project. Public Works Director Josh Metcalf spoke to the resolution. He said the supplement is for projects on Jackson Highway, Centralia Alpha, Pigeon Springs, Shorey Road and Newaukum Valley Road. Resolution 21-072: Ratify a consultant agreement and approving a supplement over$50,000 for an active Public Works project. Public Works Director Josh Metcalf spoke to the resolution. He said the supplement adds$100,000 in funding for projects on Labree, Borovec and others. 3 Resolution 21-073: The proposed vacation of a portion of W.F. Cole Road No. 700. Real Estate Services Manager Martin Roy spoke to the resolution. He said the property owner has requested the vacation. Resolution 21-074:Accept offers to purchase surplus property located off Independence Road near Rochester,Wash. Real Estate Services Manager Martin Roy spoke to the resolution. He said the county received a $625 bid for parcel No. 014511-330-400 and a $2,201 bid for parcel No. 014511-320-300. Resolution 21-042A:Approve Resolution 21-042A regarding a correction to previously-passed Resolution 21-042. Public Works Director Josh Metcalf spoke to the resolution. He said the resolution corrects the contract amount and the contract projects for which the supplement applied. Motion passed 3-0. HEARING Resolution 21-075: Lewis County 2020 budget,emergency and supplemental appropriations to and transfers within current expense and other funds. Commissioner Stamper introduced the hearing. County Manager Erik Martin and Budget Services Administrator Becky Butler gave the staff report. Erik said the budget amendment reflects a $95,400 increase in expenditures and a $40,000 increase in revenue, resulting in a decrease in estimated ending fund balance in the amount of$55,400. Becky provided details of the changes. Commissioner Stamper asked if there were any questions. There were no questions. Commissioner Stamper then closed the question-and-answer portion of the hearing. Erik Martin and Becky Butler asked that their previous comments be adopted into the record. Commissioner Stamper asked if anyone wanted to speak for or against the resolution. No one spoke. Commissioner Stamper closed the hearing. 4 Commissioner Swope made a motion to approve Resolution 21-075. Commissioner Pollock seconded. Motion passed 3-0. COVID-19 JP Anderson said he has concerns regarding the county's lack of vaccine allocations, noting that the state has not provided the county with the needed resources. John Abplanalp provided the following details: • Lewis County represents roughly 1 percent of the state's population. • 17 percent of the state's population is age 65 or older. • 22 percent of the county's population is age 65 or older. • The county has not received doses in three of the 11 weeks they were available. • The DOH has provided the enough vaccines to vaccinate 12.3 percent of the state's population, but only enough to vaccinate 6.0 percent of the county's population. • In the last three weeks, Lewis County providers have only been allocated 0.1 percent of all primary doses allocated throughout the state. • Lewis County accounts for 1.0 percent of the state's population but has only received .05 percent of the primary doses allocated by the DOH. JP stressed that local logistics are not the problem. John said the Pfizer and Moderna vaccines are not interchangeable. John said it is ok to delay the second doses. JP said the Pfizer vaccine requires additional handling. He said the county's providers have been offered the Pfizer vaccine to help the county catch up. JP said Providence is considering a second-dose event Feb. 28 at the Fairgrounds if the vaccines become available. JP said the county is still working to provide a mobile clinic. JP said the state of Washington has offered no justification as to why Lewis County has been shorted when it comes to vaccines. Incoming Lewis County Public Health Officer Dr. Alan Melnick echoed JP's sentiments that the state has not been transparent about its vaccination distribution formula. Ron Averill of the Lewis County Seniors group shared concerns about elderly residents who are unable to drive, etc. He stressed that the senior population's immobility needs to be addressed. Dr. Melnick discussed efforts elsewhere to vaccinate those in adult family homes.JP said Lewis County has done the same. He said the county also is creating a local hotline. John said the county has asked for details about the allocation of vaccines for Group B statewide and at the county level. 5 Gaelon Spradley of Valley View Health Center further discussed vaccine distribution. ANNOUNCEMENTS Centralia Port Commissioner Peter Lahmann said Christine Nhan of Sen. Murray's office has asked ports, cities and counties for information about infrastructure needs. He also said the port has meetings later in the day and will discuss a real estate proposal. Peter also discussed cleanup efforts that took place over the weekend. He urged the county to look into cleanup of the area near the county-owned property near the former meat-packing plant. PRESS CONFERENCE No questions.
