Business Meeting minutes
March 2, 2021
Present: Commissioner Stamper, Commissioner Pollock, Commissioner Swope

Commissioner Stamper called the meeting to order at 2 p.m., determined a quorum and then proceeded
with the flag salute.
PUBLIC COMMENT
Ron Averill said the region is at a critical stage regarding potential mitigation related to flooding and
talks of an "open dam" project. Ron said Chehalis Basin Strategy meeting is planned for 6 p.m. March 9.
He urged interested parties to attend. He said the Chehalis Basin Group will make its decision regarding
the dam by the end of the month.
Peter Lahmann said he has reached out to Christine Nhan of Sen. Patty Murray's office and that
Christine noted projects could receive funding by spring. He said infrastructure priorities are due by
March 15.
CONSENT ITEMS
Commissioner Pollock made a motion to approve minutes from the February 22, 2021, meeting as well
as Resolution 21-076. Commissioner Swope seconded.
Resolution 21-076: Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 838,424 through
838,822 and direct disbursements numbered 3085, 3109, 3117, 3118, 3120, 3127-3129, 3131 through
3134, 3136, 3141, 3142, 3154 through 3158 and 3183 through 3185 were issued in February for
payments against the county totaling$1,713,564.98. She said payroll/tax Automatic Deposits numbered
22,628 through 23,203 also were approved for payments against the county totaling$1,723,058.80.
She noted a skip in sequence for warrants 838,400 through 838,423, which were issued on behalf of
Special Purpose Districts.
Motion passed 3-0.

DELIBERATION ITEMS
Commissioner Swope made a motion to approve Resolutions 21-077 through 21-079. Commissioner
Pollock seconded.
Resolution 21-077: Appoint members to the Local Emergency Planning Committee (LEPC).
Emergency** Deputy Director Andy Caldwell discussed the resolution. He outlined the role of the LEPC
and named the individuals being appointed to the committee.
Resolution 21-078: Approve an Interlocal Agreement between Lewis County and the State of
Washington, Department of Fish and Wildlife (WDFW)for the use of the Meskill Pit, and authorizing
signatures thereon.
Public Works Director Josh Metcalf discussed the resolution. He said the agreement goes through Dec.
31, 2025.
Resolution 21-079: Authorize the Director of Community Development, acting as the Fiscal Agent for
the Chehalis River Basin Flood Authority,to execute the GOES DCS System User 5-year Agreement.
Community Development Director Lee Napier discussed the resolution. She said the agreement relates
to data for the Early Flood Warning System.
Motion passed 3-0.
HEARINGS
Resolution 21-080: Approve a franchise to Kenneth E.S. Barnes to install,construct, operate and
maintain water line facilities in Lewis County road rights of way.
Commissioner Stamper introduced the hearing.
Real Estate Services Manager Martin Roy gave the staff report. Martin noted that the non-exclusive,
five-year franchise would allow Kenneth E.S. Barnes to install, construct, operate and maintain water
line facilities in Lewis County road rights of way. He said the franchise includes five or so connections.
Commissioner Stamper asked if there were any questions. There were no questions.
Commissioner Stamper then closed the question-and-answer portion of the hearing.
Martin asked that his previous comments be adopted into the record.

Resolution 21-081: Approve a franchise to High Valley Country Club Inc.to install, construct, operate
and maintain water line facilities in Lewis County road rights of way.
Commissioner Stamper introduced the hearing.
Real Estate Services Manager Martin Roy gave the staff report. Martin noted that the non-exclusive,
five-year franchise would allow High Valley Country Club Inc. to install, construct, operate and maintain
water line facilities in Lewis County road rights of way. He said High Valley Park includes 11 subdivisions.
Commissioner Stamper asked if there were any questions. There were no questions.
Commissioner Stamper then closed the question-and-answer portion of the hearing.There were no
questions.

Commissioner Swope made a motion to approve Resolution 21-081. Commissioner Pollock seconded.
Motion passed 3-0.
COVID-19
Erik Martin said vaccine clinics will be held March 4 and March 6 at the Southwest Washington
Fairgrounds. He noted that individuals can sign up March 4 for the March 6 distribution.
Erik said potential volunteers can contact United Way.
Erik said there is talk at the state level regarding allowing additional individuals to receive vaccines.
Commissioner Pollock discussed efforts to secure more vaccines for distribution in Lewis County.

ANNOUNCEMENTS
Ron Averill said the Lewis County Farm Bureau will meet March 3.
Peter Lahmann said an L and I representative will discuss apprenticeship programs March 5. He also said
the Centralia Clean Team will meet March 9.
Commissioner Stamper discussed a recent meeting the Department of Transportation had regarding the
Federal Aviation Administration's airport discussions.
