Establishment of Special Revenue Fund: American Rescue Plan Fund No. 1420. BEFORE THE BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON IN THE MATTER OF: RESOLUTION NO. 21-119 ESTABLISHMENT OF THE SPECIAL REVENUE FUND: AMERICAN RESCUE PLAN FUND NO. 1420 WHEREAS, Resolution 20-100 activated the Lewis County Comprehensive Emergency Management Plan (CEMP) and the utilization of emergency powers granted pursuant to RCW 36.40.180 and RCW 38.52.070(2); and WHEREAS, Lewis County may receive federal and state monies restricted for specific purposes related to the emergency protective measures for the management and control, and to lessen the impact and/or threat to public health and safety; and WHEREAS, the American Rescue Plan Act was signed into law by President Joe Biden on March 11, 2021. The bill includes $65.1 billion in direct, flexible aid to every county in America, as well as other crucial investments in local communities, including $1.5 billion over two years for public lands counties; and WHEREAS, Lewis County will receive direct assistance to cover increased expenditures, replenish lost revenue and mitigate economic harm from the COVID-19 pandemic as well as make necessary investments in water, sewer or broadband; and WHEREAS, it appears to be in the best interest of the county to establish a Special Revenue Fund within the county to account for financial activities related to the COVID-19 response and specifically funds received directly or indirectly through the American Rescue Plan Act of 2021. NOW THEREFORE BE IT RESOLVED that there is hereby established a Special Revenue Fund to be known as the American Rescue Plan Fund No. 1420 to account for the resources that are restricted or committed for expenditures associated with the COVID-19 Response as outlined in the American Rescue Plan Act of 2021.
