The project was advertised in the Chronicle, the Seattle Daily Journal of Commerce, and on Lewis County's website. Public Works received 1 bid for this project on April 22, 2021. Columbia Precast Products provided the lowest responsive bid of $155,232.00 (31% over the Engineer's Estimate). The Engineer's Estimate for this material supply was $118,580.00, which included delivery of precast concrete culvert sections to the project site during the first week of August 2021. The Contractor indicated shipping costs have nearly doubled compared to last year (due to the rapid rise in trucking needs nationwide) and the project's planned culvert delivery will be at their busiest time of the year. Other culvert manufacturers acknowledged the bid request and declined to bid due to the volume of work already secured from other private, county or state construction projects. Columbia Precast Products offered the only bid for this request. With the current bidding climate conditions and the need to repair Lincoln Creek MP 13.7 in 2021 (to avoid possible emergency actions during upcoming winter flood events), Public Works recommends awarding this project to the lowest responsive bidder, Columbia Precast Products.
