Approve Amendment A to MOU with Lewis County PHSS to use the SWWF for COVID-19 mass vaccination events BEFORE THE BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON IN THE MATTER OF: RESOLUTION NO. 21-181 APPROVE AMENDMENT A TO MEMORANDUM OF UNDERSTANDING BETWEEN LEWIS COUNTY AND LEWIS COUNTY PUBLIC HEALTH & SOCIAL SERVICES TO USE THE SW WASHINGTON FAIRGROUNDS PROPERTY FOR COVID-19 MASS VACCINATION EVENTS WHEREAS, the Board of County Commissioners (BOCC), Lewis County, Washington, has reviewed Amendment A to Memorandum of Understanding (MOU) #LCPHSS SW WA Fair 2021 between Lewis County and Lewis County Public Health & Social Services; and WHEREAS, end dates will be extended within a timeline of preset 90-day increments which precipitated this timeline being amended to end on July 20, 2021; and WHEREAS, funding is available in the amount of $80,000 per month and may be extended in 30- to 90-day increments at $80,000 per month; and WHEREAS, it appears to be in the best public interest to authorize the execution of said amendment to coordinate acquiring necessary supplies for prevention, detection, treatment and eradication of COVID-19 for Lewis County. NOW THEREFORE BE IT RESOLVED that Amendment A to MOU between Lewis County and Lewis County Public Health & Social Services to use the SW Washington Fairgrounds property for COVID-19 mass vaccination events in the amount of $80,000 per month through July 20, 2021, with the option to extend is hereby approved and the Director of Public Health & Social Services is authorized to sign the same. The duration of this MOU is being extended from April 21, 2021 to July 20, 2021 in accordance with FEMA 90-day contracting guidelines. The MOU will continue to be amended as needed until there is no longer an active statewide FEMA event occurring for mass vaccinations in the State of Washington, based on the Governor's Healthy Washington Road to Recovery Plan, and continued need for mass vaccination events at this location for the health and safety of the residents of Lewis County. PERIOD OF AGREEMENT: January 21, 2021 through July 20, 2021, with anticipated need for facilities being extended in 30 to 90 day increments, and running until there is no longer an active statewide FEMA event occurring for mass vaccinations in Washington. It is hereby agreed and understood that dates will be evaluated based on the Governor's Guidance Healthy Washington Road to Recovery, and the continued need for Mass Vaccination events in the best interest of the residents and the community of Lewis County. If need for use of the premises continues beyond July 20, 2021, and continued use of the premises by LCPHSS and LCPHSS authorized providers for the COVID-19 Mass Vaccination events is required in the best interest of the health and safety of the community, extension of this contract will be prioritized over rental of premises to third parties due to health and safety concerns for Lewis County residents, and the need combat the COVID-19 pandemic.
