2021-05-11 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes May 11, 2021 Present: Commissioner Stamper,Commissioner Pollock, Commissioner Swope Recorder: Rieva Lester Commissioner Stamper called the meeting to order at 2 p.m.,determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT Ron Mauel discussed his concerns regarding flooding along Newaukum Valley Road in Chehalis. He urged the county to survey nearby flood damage and to explore solutions. Peter Lahmann invited the public to an Armed Forces Day event scheduled for 10 a.m. to 4 p.m. May 15 on North Tower in Centralia. PRESENTATION Commissioner Pollock made a motion to approve four proclamations. Commissioner Swope seconded. Proclamation honoring the 2021 District 4 Fastpitch Champions:The Adna Pirates. Emergency Management Deputy Director Andy Caldwell read the proclamation into the record. At 2:13 p.m., Commissioner Stamper announced that the board was recessing for 10 minutes to allow the Board to take photos with the team.The meeting resumed at 2:23 p.m. Proclamation to proclaim May 16-22, 2021,as Public Works Week. Commissioner Stamper read the proclamation into the record. Proclamation recognizing May 15 as Peace Officers Memorial Day and the week of May 9-15,2021,as National Police Week. 1 I Emergency Management Deputy Director Andy Caldwell read the proclamation into the record. Proclamation recognizing May 16-21,2021,as EMS Week. Commissioner Pollock read the proclamation into the record. Motion passed 3-0. NOTICE ITEMS Commissioner Swope made a motion to approve Resolution 21-186. Commissioner Pollock seconded. Resolution 21-186: Notice of hearing regarding Lewis County 2021 budget appropriations for the American Rescue Plan Act Fund No. 1420.The meeting will take place in the Commissioners' Hearing Room at or after 2 p.m. May 25. Budget Services Manager Becky Butler discussed the resolution.She said the fund's revenues and expenditures will be increased by$7,800,000. Motion passed 3-0. CONSENT ITEMS Commissioner Pollock made a motion to approve minutes from the May 4, 2021, meeting as well as Resolution 21-187. Commissioner Swope seconded. Resolution 21-187:Approval of warrants/claims against the various county departments. Chief accountant Suzette Smith, representing the Auditor's Office,said warrants 841,351 through 841,468 and direct disbursements 3364, 3431, 3432,3435, 3468 and 3469 were issued in April and May for payments against the county totaling$303,913.95.Suzette noted a skip in sequence for warrants 841,333 through 841,350,which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Swope made a motion to approve Resolutions 21-188 through 21-189. Commissioner Pollock seconded. 2 Resolution 21-188:Approve a Professional Services Agreement between PPC Solutions and Lewis County for the 2021-2022 Law and Justice Center Security Services. Emergency Management Deputy Director Andy Caldwell discussed the resolution. He said the resolution approves the contract and authorizes him to sign. Resolution 21-189:The proposed acquisition of additional right of way for Centralia Alpha Road Improvement Project. County Engineer Tim Fife discussed the resolution. He said the project is southeast of Chehalis, is No. 11 on the county's Six-Year Transportation Improvement Plan.Tim said the project will require right of way from nine property owners. Motion passed 3-0. HEARINGS Vacation 21-003(Cole):The proposed vacation of a portion of W.F.Cole Road No. 700. Commissioner Stamper introduced the hearing. County Engineer Tim Fife gave the staff report. He said the area is located southwest of Pe Ell.Tim said RCW 36.87.010 provides the process under which the county can vacate a road. Commissioner Stamper asked if there were any questions.There were none. Commissioner Stamper then closed the question-and-answer portion of the hearing. Tim asked that his previous comments be adopted into the record. Commissioner Stamper asked if anyone wanted to speak for or against the resolution. No one spoke. Commissioner Stamper closed the hearing. Commissioner Pollock made a motion to approve Vacation 21-003. Commissioner Swope seconded. Motion passed 3-0. Vacation 21-004(Berry):The proposed vacation of a portion of John W. Berry Road No. 293. 3 Commissioner Stamper introduced the hearing. Commissioner Stamper introduced the hearing. Mark Walker asked via Zoom whether the county would maintain the ditches along the road.Tim said the county would not maintain the ditches. Commissioner Stamper closed the hearing. Commissioner Swope made a motion to approve Vacation 21-004. Commissioner Pollock seconded. Motion passed 3-0. COVI D-19 John Abplanalp said the county is seeing 15 to 16 new COVID-19 cases daily. He said the county has seen one hospitalization per day and that it's creeping toward two per day. John said roughly 30 percent of the county population has initiated at least the first vaccine. He noted that the figure lags behind the state's rate.John said the county will provide vaccinations during the upcoming Packwood Flea Market. Andy Caldwell discussed upcoming vaccination clinics. John said cases are listed by home address. ANNOUNCEMENTS None. PRESS CONFERENCE Claudia Yaw said she understands that COVID-19 cases have been prevalent in schools, specifically sports.John said there has not been confirmed transmission during school hours. 4 Claudia asked what the likelihood would be that the county would become a second amendment sanctuary county. Commissioner Stamper said the request had been made earlier in the day and that the board had not yet had time to fully consider it. At 3:09 p.m., Commissioner Stamper announced that the Board would be going into Executive Session under RCW 42.30.110(1)(i)for 15 minutes to discuss a complaint regarding the animal shelter. Executive Session started at 3:10 p.m. Executive Session ended at 3:25 p.m. Commissioner Stamper noted that no decisions had been made. ADJOURNMENT The BOCC Business Meeting adjourned at 3:26 p.m.,with the next Business Meeting scheduled for 2 p.m.Tuesday, May 18, 2021, in the Commissioners' Hearing Room (Room 223).
