Adopt a Mask Mandate Policy. BEFORE THE BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON IN THE MATTER OF: RESOLUTION NO. 21-216 ADOPTING A MASK MANDATE POLICY WHEREAS, the Governor's Office of the State of Washington and the Washington Department of Labor & Industries (L&I) have provided guidelines for mask mandates for Washington State employers; and WHEREAS, Human Resources has developed a Mask Mandate Update policy, attached hereto as Attachment A, for the departments under the Board of County Commissioners (BOCC); and WHEREAS, the BOCC wishes to adopt the Mask Mandate Update policy; and WHEREAS, other elected offices are encouraged to follow the policy or adopt similar policies that reflect the guidance from the Governor's Office and L&I. NOW THEREFORE BE IT RESOLVED that the BOCC hereby adopts the Mask Mandate Update attached hereto and incorporated herein. DONE IN OPEN SESSION this 8th day of June, 2021. Swope, Commissioner Page 1 of 1 Res. 21-216 ATTACHMENT A Lewis County Commissioners MASK MANDATE UPDATE Based upon rules/guidance promulgated by the Governor's Office of the State of Washington and the Washington Department of Labor and Industries (L&I) the following guidelines are now in place for the Lewis County Departments and Elected Offices (who choose to adopt this policy): Lewis County Employees 1. These guidelines apply to Lewis County Commissioners' Office and the departments under the BOCC during normal working hours and while on duty. Other Elected Offices are welcome to adopt similar changes or adopt this policy update as written. 2. Obtaining the COVID vaccination is, and will remain, optional. Leadership shall ensure all employees, regardless of their personal feelings on vaccination, are treated professionally and respectfully at all times. 3. Unvaccinated individuals are still required, per the Department of Labor and Industries, to maintain the masking requirements currently in place as well as the social distancing guidelines absent authorized and allowable exceptions. 4. Vaccinated employees (defined as two (2) weeks following the last shot required for their chosen vaccine), may be exempt from the masking requirement under the following conditions mandated by Labor and Industries: a. The employee provides evidence of vaccination status per guidelines; i. A copy of the vaccination record will not be maintained or taken. ii. An employee Vaccine Verification Log will be created, stored, and maintained at the department level. iii. Either the Elected, Department Director, or assignee will provide the employee name and date of verification, as validation that proof of vaccination from the employee has been observed; or iv. If L&I, DOH, the Governor's Office, or any other assigned governing body further clarifies that positive antibody tests are considered valid for non-masking, those individuals must also follow the above verification process. 5. Based upon the mandates of the Department of Labor and Industries, masks are required in correctional facilities. As a result, employees must wear face coverings when at a correctional facility (i.e. Lewis County Jail and Juvenile Detention). Public/Visitors/ Employees 1. These guidelines also apply to areas open to the public that fall under the BOCC. Members of the Public who are fully vaccinated may enter the public areas without a mask. Signage will be updated to reflect the recent changes issued by the Governor. 2. County Employees will refrain from requesting proof of vaccination from visitors or members of the public. A person not wearing a mask is presumed to be vaccinated or exempt. 3. Wearing a mask after vaccination is up to the employee or visitor. Simply wearing a mask should not be interpreted as an indicator of the person's vaccination status.
