Business Meeting minutes
June 22, 2021
Present: Commissioner Stamper,Commissioner Pollock, Commissioner Swope

Commissioner Stamper called the meeting to order at 2:00 p.m., determined a quorum and then
proceeded with the flag salute.
PUBLIC COMMENT
Jason Gano representing the Olympia Master Builders(OMB) did sign up for public comment, but did
not choose to speak for Ordinance 1326.
NOTICE ITEM
Commissioner Pollock made a motion to approve Resolution 21-228. Commissioner Swope seconded.
Resolution 21-228:The restriction of a portion of Jones Road for vehicles exceeding 10,000Ibs/5 tons.
Public Works Director Josh Metcalf discussed the resolution.Josh said the culvert is failing and based on
the location,they can have a detour in place.This will be on a list of projects to be completed in the next
year.
Motion passed 3-0.
CONSENT ITEMS
Commissioner Swope made a motion to approve minutes from the June 15,2021, meeting as well as
Resolution 21-229. Commissioner Pollock seconded.
Resolution 21-229:Approval of warrants/claims against the various county departments.

Chief accountant Grace Jimenez, representing the Auditor's Office, said warrants 843,149 through
843,394 and direct disbursements numbered 3598, 3607, and 3611 through 3613 were issued in June
for payments against the county totaling$2,826,675.93. She noted a skip in sequence for warrants
843,117 through 843,148, which were issued on behalf of Special Purpose Districts.
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Pollock made a motion to approve Resolutions 21-230 through 21-234. Commissioner
Swope seconded.
Resolution 21-230: Approve a Task Assignment pursuant to Interlocal Agreement No.05-200 between
Lewis County and Tacoma Power regarding work by county crews and authorizing signatures thereon.
Public Works Director Josh Metcalf discussed the resolution.This was a task assignment agreed upon in
2005.This will be completed when the road crews are in the area performing other chip seal projects.
Resolution 21-231:The proposed acquisition of additional right of way for Newaukum Valley Road,
Chehalis.
Public Works Director Josh Metcalf discussed the resolution.Josh said there are large materials to be
placed in the river, part of the access will be used to place materials in the river and the engineering
consultant has finished the design. He said the project will have zero impact on the river elevations.
Resolution 21-232:Approve the Director of Community Development to enter into an agreement with
Washington State Conservation Commission for the purpose of funding to the County for the
Voluntary Stewardship Program(VSP).
Community Development Director Lee Napier discussed the resolution. Lee said Lewis County has the
opportunity to enter into a fourth grant contract with the Washington State Conservation Commission
for the purpose of providing adequate funding to meet the implementation needs of the counties who
opted into VSP.
Resolution 21-233:Approve an interlocal agreement(ILA) between Lewis Conservation District and
Lewis County for technical assistance to the County to implement the Voluntary Stewardship Program
(VSP)and Director's signature.
Community Development Director Lee Napier discussed the resolution. Lee said VSP provides a unique,
grassroots opportunity to establish regulatory certainty for the agricultural operators in Lewis County
critical areas. Lewis County has the opportunity to continue a grant contract with the Washington State
Conservation Commission for the purpose of funding the development of a work plan to implement the
Lewis County VSP.

Resolution 21-234: Ratify a purchase and sale agreement for 123 W. Main St.,Chehalis.
Capital Projects Manager Doug Carey discussed the resolution. Doug said the purchase will help Lewis
County create a county campus.
Motion passed 3-0.
HEARINGS
Ordinance 1326: Amend portions of Chapter 15.05 of the Lewis County Code,adopting the 2018
edition of the International Building Code and repealing all other ordinances and code provisions or
parts thereof in conflict therewith.
Commissioner Stamper introduced the hearing.
Doyle Sanford gave the staff report. He asked the Commissioners to adopt the new codes.This is a
benefit to workers and keeps everyone on the same page.
Commissioner Stamper asked if there were any questions. Commissioner Stamper asked if there were
any financial impact and Doyle said he did not see an impact, but said this offered opportunity to use
other materials not previously listed. Col Averill asked if there would be any annexes to the codes and
Doyle said no.
Commissioner Stamper then closed the question-and-answer portion of the hearing.
Doyle Sanford asked that his previous comments be adopted into the record.
Commissioner Stamper asked if anyone wanted to speak for or against the resolution.
There were no questions or comments.
Commissioner Stamper closed the hearing.
Commissioner Swope made a motion to approve Ordinance 1326. Commissioner Pollock seconded.
Motion passed 3-0.
COVI D-19
J.P. Anderson provided Lewis County's weekly update.J.P. said there were 43 new cases and that was a
decrease, 6 hospitalizations, and 0 deaths.There were 148.3 new COVID-19 cases per 100,000 in the
past two reporting weeks and 3 active outbreaks in congregate care settings. 37.7%of residents have
initiated vaccination and 33.2%had been fully vaccinated.

ANNOUNCEMENTS
Colonel Ron Averill said that inspections of the senior centers have begun.The Olequa center failed the
inspection. He said the center will be open about the end of July due to recommendations from IPAC.As
soon as the final report is received from IPAC,the Lewis County Seniors
Commissioner Stamper said there will be water and soil testing in the works for the old Alexander Mill.
Peter Lahmann said the Centralia Clean Team is taking a few weeks off. Dozer Days is June 26& 27 is a
family event at the Puyallup Fair. Summerfest is on for Centralia with restricted events on July 4. On July
4,there will be displays at the Veterans Memorial Museum.
PRESS CONFERENCE
Claudia Yaw asked about the property at 123 W. Main St. Chehalis.The building may be put back on the
market. Public Works will move to the campus.The goal is to have all county business within walking
distance.
Claudia asked about the Skate Creek Park and wanted to know if the budget would be increased to care
for the parks. Commissioner Stamper said it was still under discussion.

The BOCC Business Meeting adjourned at 2:33 p.m.,with the next Business Meeting scheduled for
2 p.m.Tuesday,June 29, 2021, in the Commissioners' Hearing Room (Room 223).
