APPROVE AN AMENDMENT TO THE INTERLOCAL RESOLUTION 20-230
AGREEMENT BETWEEN LEWIS COUNTY
AND THE CITY OF WINLOCK AND AUTHORIZE
THE COUNTY MANAGER'S SIGNATURE THEREON
WHEREAS, in 2006, the City of Winlock and Lewis County entered in an agreement pursuant to
the Interlocal Cooperation Act, RCW 39.34 to co-manage the Winlock Urban Growth Area; and
WHEREAS,that agreement, ratified as Resolution 06-206, permitted amendments by mutual
agreement; and
WHEREAS, in consideration of their mutual interests in the timely, accurate, and well-resourced
processing of Benaroya Winlock Industrial Binding Site Plan- and Mickelsen-Parkway-related
development permits, the County and City desire to transfer responsibility from the City to the
County for such development permitting.
NOW THEREFORE BE IT RESOLVED the City and County, as described in Section 17 of the fully
executed 2006 Interlocal Agreement, agree to add items to Section 5 County Regulatory
Responsibility; and
BE IT FURTHER RESOLVED that the Board of County Commissioners authorizes the County
Manager to sign the Amendment to the Interlocal Agreement with the City of Winlock on
behalf of Lewis County.

ADDENDUM TO URBAN GROWTH AREA CO-MANAGEMENT
INTERLOCAL AGREEMENT
BETWEEN THE CITY OF WINLOCK AND LEWIS COUNTY
This addendum to an interlocal agreement is made by and between the City of Winlock
(herein after referred to as the City) and Lewis County (herein after referred to as the
County), political subdivisions of the State of Washington, pursuant to the Interlocal
Cooperation Act, RCW 39.34.
WHEREAS, in 2006, the City of Winlock and Lewis County entered in an agreement
pursuant to the Interlocal Cooperation Act, RCW 39.34 to co-manage the Winlock Urban
Growth Area.
WHEREAS, that agreement, ratified as Resolution 06-206, permitted amendments by
mutual agreement.
WHEREAS, in consideration of their mutual interests in the timely, accurate, and well-
resourced processing of Benaroya Winlock Industrial Binding Site Plan- and Mickelsen-
Parkway-related development permits, the County and City desire to transfer
responsibility from the City to the County for such development permitting.
NOW, THEREFORE, the City and County, as described in Section 17 of the fully executed
2006 Interlocal Agreement, agree as follows:
1. Add items (g) and (h) to Section 5. County Regulatory Responsibility:
(g) Notwithstanding any other provisions of this Agreement, Lewis County shall
be responsible for processing and/or approving all Benaroya Winlock Industrial
Binding Site Plan- and Mickelsen-Parkway-related development permit. Lewis
County shall consider such applications under the same legal standards as would
govern any other similar applications; it is only the entity who does the processing
or approval that is affected by this provision.
(h) To facilitate this subsection (g) above, Winlock will provide Lewis County with
the approved binding site plan, together with any extension granted by the City
since the 2014 approval. Winlock will also guarantee at the time of building permit
application an executed notice of availability of water and sewer to the site.

2. Nothing in this addendum interferes with the separate agreement whereby Lewis
County has undertaken to construct Mickelsen Parkway. That agreement remains in full
force and effect, with Lewis County (as a result of this addendum) conducting the
permitting process for such construction.
