Executive Session under RCW 42.30.110(1)(i) ESHB 1054 (Peace officers tactics, equipment).
At 11:03 a.m., Commissioner Stamper announced that the board was going into Executive Session under
RCW 42.30.110(1)(i) for 10 minutes to discuss ESHB 1054 (Peace officers tactics, equipment).
Executive Session started at 11:04 a.m.
At 11:15 a.m., the board extended Executive Session for 10 minutes.
Executive Session ended at 11:25 a.m. Commissioner Stamper noted that no decisions had been made
during executive session.
The prosecuting office is seeking an action from board for a declaratory judgement related to ESHB 1054
that pertains to the use of tear gas and who makes the decision to use it.
Commissioner Pollock made a motion to move forward with the lawsuit and Commissioner Swope
seconded.
Motion passed 3-0.
911 study
Based on the 911 study, the consulting group is asking for the governance model be looked at. The study
suggests that a major investment be made into the communication system, operation and staffing
issues. The consulting group has several governance model examples and examples for how nuances can
be configured.
Public Works/DEM update
Emergency Management: Emergency Management hazard mitigation plan will be requesting proposals
shortly. This is important for Lewis County to plans for emergencies.
Erik said there is a mass casualty incident in the works scheduled for October 3, 2021. He said this will be
more of an educational exercise.
Road Maintenance: Erik provided updates to the Board about how road maintenance mowing continues
to be an issue this year. Public Works is short on CDL drivers. Drivers are focusing on areas with the most
need. Erik spoke with Kevin Korpi at Public Works and from a safety standpoint, they started at 4:30 a.m.
to mitigate heat related issues.
Airports: Erik said hangar inspection have begun. They are looking for items that do not conform to lease
agreements.
Projects: Townsend bridge replacement starts soon and will be completed by the end of summer.
Community Development update
Staffing: Community Development recently hired a new building inspector.
Lee Napier said there is some joint-work for building permits with the cities of Morton, Mossyrock,
Toledo, Pe Ell to create common forms to process permits through the county. She said this creates a
point of contact. These are inside the city limits and covert to the county.
Public Health & Social Services update
July 10th Community Fair: Erik said there will be a community fair and vaccination event on July 10th.
There will be music as well as resources available to citizens.
Erik said that J.P. Anderson has partnered with IPAC. IPAC has not made a determination to open or not
open the Senior Centers. IPAC strictly makes assessments and recommendations. Opening the centers is
up to the Senior Centers.
Staffing: Public Health has a new emergency coordinator and a new fiscal analyst.
911 update
Chehalis Ridge: The Chehalis Ridge project has a resolution (21-235) that goes before the board at the
Business Meeting scheduled June 29, 2021. This is to be fully completed this summer. Erik said this will
be a huge boost to communication for emergency services.
Staffing: E911 is undergoing interviews and testing. E911 has six open positions. Facebook helped with
recruiting and E911 will utilize the job feature in Facebook in the future job postings.
