2021-07-27 Business Meeting Minutes • LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes July 27, 2021 Present: Commissioner Stamper, Commissioner Pollock Absent: Commissioner Swope Recorder: Rieva Lester Commissioner Stamper called the meeting to order at 10 a.m., determined a quorum and then proceeded with the flag salute. Commissioner Pollock made a motion to amend the day's Business Meeting agenda to include Resolution No. 21-277: Lewis County 2021 budget emergency and supplemental appropriations to and transfers within current expense and various funds, notice of hearing thereon. Commissioner Stamper seconded. Motion passed 2-0. PUBLIC COMMENT None. EMPLOYEE RECOGNITION The commissioners honored various Lewis County employees who reached five-year employment milestones. JUVENILE COURT UPDATE Juvenile Court Administrator Shad Hail discussed steps probation officers have taken to address issues that came up in the wake of the COVID-19 pandemic.Shad said 6.2 percent of area students "disappeared off school districts' maps" during the pandemic. Shad said truancy rules created a large crack into which several students fell. Shad said Juvenile launched an informal effort to track down the students,working with area principals to find the kids the schools had lost track of in the absence of in- person learning. Shad said Megan Shepherd engaged with 147 Lewis County students who had slipped through the cracks. Shad said his department is creating a truancy intervention program. 1 SOUTHWEST WASHINGTON FARMERS'COOPERATIVE UPDATE Southwest Washington Farmers' Cooperative representative Jesse Honiker discussed the Southwest Washington Food Hub's efforts, including efforts to combat food insecurity. She said the group provided 25 boxes in Lewis County.Jesse discussed efforts to increase distribution.Jesse said she'd like to reach out to the county to purchase food from Lewis County farmers to provide to area community kitchens and food banks. She said the group is requesting$100,000.The commissioners said they would keep in contact with Jesse. NOTICE ITEM Commissioner Pollock made a motion to approve Resolution 21-277. Commissioner Stamper seconded. Resolution No. 21-277: Lewis County 2021 budget emergency and supplemental appropriations to and transfers within current expense and various funds, notice of hearing thereon. Budget Services Administrator Becky Butler discussed the resolution. She said the hearing will take place at or after 10 a.m. Aug. 10, 2021. Motion passed 2-0. CONSENT ITEMS Commissioner Pollock made a motion to approve minutes from the July 20,2021, Business Meeting as well as Resolution 21-273. Commissioner Stamper seconded. Resolution 21-273:Approval of warrants/claims against the various county departments. Chief accountant Grace Jimenez, representing the Auditor's Office, said warrants 844,456 through 844,583 were issued in July for payments against the county totaling$796,046.15. She noted a skip in sequence for warrants 844,394 through 844,455, which were issued on behalf of Special Purpose Districts. Motion passed 2-0. DELIBERATION ITEMS Commissioner Pollock made a motion to approve Resolution 21-272 as well as Resolutions 21-274 through 21-276. Commissioner Stamper seconded. 2 Resolution 21-272:Approve a $135,000.09 ("Distressed Counties")grant to the East Lewis County PDA for its"Building Improvement to Marketable Status" project. Commissioner Stamper and County Manager Erik Martin discussed the resolution.They said the funds would help the ELCPDA attract businesses to the Packwood area. Resolution 21-274:Adopting Washington State Department of Transportation/American Public Works Association (WSDOT/APWA)Standard Specification for Lewis County road, bridge and municipal construction contracts. Public Works Director Josh Metcalf discussed the resolution. He said the resolution indicates the county is adopting the Washington State Department of Transportation/American Public Works Association Standard Specifications for Lewis County road, bridge and municipal construction contracts. Resolution 21-275: Preliminary approval of the East Roanoke PUD located within the Centralia Urban Growth Area (UGA). Community Development Director Lee Napier discussed the resolution.She said the project is for a 79- unit subdivision. She noted that the subdivision will be annexed and therefore likely would not come back before the Board of County Commissioners. Resolution 21-276:Appoint Jill Van Hulle and Bryan Merryman as regular members of the Lewis County Water Conservancy Board. Commissioner Pollock discussed the resolution.She said Jill Van Hulle and Bryan Merryman had served as alternate members. Motion passed 2-0. COVID-19 JP said he would provide an update regarding hospitalization rates during the commissioners'July 28 meeting. He noted that there is concern about the Delta variant statewide. He said 80 percent of the new COVID-19 cases statewide involve the Delta variant. ANNOUNCEMENTS None. 3 PRESS CONFERENCE No questions.
