The successful consultant will provide the services listed under the General Scope of Services,
and as determined appropriate by Lewis County, on upcoming projects. All projects will include
cooperative project development and management with Lewis County.
General Scope of Work
The selected consultant is to provide Annual Hydrologic, Hydraulic, and Geomorphic Services
for upcoming public works projects. This may include but is not limited to providing hydrologic
analysis, hydraulic analysis (one and two-dimensional modeling), geomorphic analysis, and/or
similar work.
Scope of Services for upcoming FHWA and FEMA Projects:
The 2021 County Safety Program — Phase II, Countywide Bridge/Road Bank Protection, and
Harrison Avenue Improvements Projects may require hydrologic, hydraulic, and geomorphic
analyses; zero rise analyses; and designs to improve roadway safety within the limits of the
Study Areas which have not yet been determined.
Countywide Bridge/Road Bank Protection is anticipated to include various scour mitigation
projects in addition to those at King Rd MP 12.26 and Sargent Rd MP 1.33 as well as a potential
bridge replacement. Areas of scour repair may require hydrologic, hydraulic, and geomorphic
analyses; zero rise analyses; and designs to mitigate scour at existing bridges.
The Shorey Road Bank Stabilization Project is anticipated to require hydrologic, hydraulic, and
geomorphic analyses; zero rise analyses; and design to protect the roadway from the
encroaching Newaukum River.
The Harrison Avenue Improvements project may require hydrologic, hydraulic, and geomorphic
analyses; zero rise analyses; and designs to widen the roadway and improve traffic flow within
the study area limits.
The Pigeon Springs Bank Stabilization Project is anticipated to require hydrologic, hydraulic,
and geomorphic analyses; zero rise analyses; and design to relocate a portion of Pigeon
Springs Road and protect it from the South Fork Newaukum River.
The Jones Road Culvert Project may require hydrologic, hydraulic, and geomorphic analyses;
and design to remove a culvert and a portion of Jones Road and regrade a portion of South
Hanaford Creek.
General Scope of Services:
A) Hydrologic Analysis —
• perform floodplain studies and hydrologic analysis
• evaluate and design structures for stormwater retention, detention and/or treatment
• provide analysis of drainage basins using various techniques and computer models
to calculate streamflow
• delineate subbasin boundaries, develop hydrologic models, and run models to
simulate existing condition flows for appropriate sizing of water crossing structures.
B) Hydraulic Analysis —

alignment, typical sections, bankfull widths, profiles, streambed substrate,
bank/channel stabilization elements, and other pertinent information to meet Lewis
County, USACE, and WDFW design criteria
• prepare plans, reports and maps to assist Lewis County with environmental permit
applications, engineering report requirements for maintenance and/or grant funded
culverts, and pre-project meeting with various regulatory agencies
