Amend Current CBA with Lewis County Dispatchers Guild to Change Health Care Providers from WCIF to PEBB effective January 1, 2022. BEFORE THE BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON IN THE MATTER OF: RESOLUTION NO. 21-303 RESOLUTION TO AMEND THE CURRENT CBA BETWEEN LEWIS COUNTY AND THE LEWIS COUNTY DISPATCHERS GUILD TO CHANGE HEALTH CARE PROVIDERS FROM WCIF TO PEBB EFFECTIVE JANUARY 1, 2022 WHEREAS, the Lewis County Dispatchers Guild ("Guild") representing the Dispatchers group and Lewis County ("County") (collectively the "Parties") negotiated in good faith a Collective Bargaining Agreement (CBA) covering the period of October 28, 2019, to December 31, 2022; and WHEREAS, the Guild membership is currently receiving healthcare coverage on a composite rate structure through Washington Counties Insurance Fund (WCIF) and with a current County contribution rate of $1,275.00 per month; and WHEREAS, the Guild has requested the County consider amending the current CBA to move health insurance provider to Public Employees Benefits Board (PEBB), a tiered-rate structure in the same premium County contribution as the non-represented employees as set forth in Exhibit A; and WHEREAS, the fully executed Memorandum of Understanding (MOU), Exhibit B, amends Section 8 of the CBA between the County and the Guild effective January 1, 2022; and WHEREAS, it appears to be in the best public interest to amend the CBA for Lewis County. NOW THEREFORE BE IT RESOLVED that the aforesaid CBA between Lewis County and the Lewis County Dispatchers Guild to move health insurance providers from WCIF to PEBB effective January 1, 2022, is hereby approved, and the Board of County Commissioners is authorized to sign the same. The Guild membership is currently receiving health insurance provided by Washington Counties Insurance Fund ("WCIF"),on a composite rate structure with a current County contribution rate of$1275.00 per month, The Guild wishes to amend the CBA, Section 8 by selecting a different health insurance provider currently WCIF,to Public Employees Benefits Board("PEBB"); a tiered rate structure, and receive the same premium County contribution as the non-represented employees. The rate sheet with revised premium County contributions are set forth as Exhibit A. The parties wish to amend the CBA to reflect the composite rate to a tiered rate structure. Now therefore,the Parties agree to amend Section 8 of the CBA as follows: 8.1.2.A. Effective January 1,2022, the health insurance provider shall change from a composite rate structure,currently provided by Washington Counties Insurance Fund(WCIF), to a tiered rate structure with insurance provided by Public Employers Benefits Board(PEBB),for defined medical, dental, and vision plans. The contribution rate shall be the same as non- represented employees from January 1, 2022-December 31,2022. Only the amendment of the added Exhibit A which appears as the health insurance structure,is hereby amended to read as set forth as in the attached Exhibit A.
