Health building water leak declaration of emergency and waiving bidding requirements. BEFORE THE BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON IN THE MATTER OF: RESOLUTION NO. 21-306 HEALTH BUILDING WATER LEAK DECLARATION OF EMERGENCY AND WAIVING BIDDING REQUIREMENTS WHEREAS, a water line burst at the Health Services Building while it was unoccupied and was not discovered until Saturday, August 7, 2021, by which time the leak had inundated a significant portion of all three floors, including Public Health Services, Environmental Health Services, Social Services and IT Services; and WHEREAS, these spaces and services are critical to the mission of Lewis County, both in the course of normal business and in the response to the COVID-19 pandemic; and the mitigation, remediation and restoration of these spaces, and these services, are of critical importance to the citizens of Lewis County; and WHEREAS, RCW 36.32.270, authorizes the Lewis County Board of County Commissioners (BOCC) to waive bidding requirements in the event of an emergency pursuant to RCW 39.04.280; and WHEREAS, this event meets criteria outlined in RCW 39.04.280(3) for an emergency declaration. "Emergency" means unforeseen circumstances beyond the control of the municipality that either: (a) Present a real, immediate threat to the proper performance of essential functions; or (b) will likely result in material loss or damage to property, bodily injury, or loss of life if immediate action is not taken. NOW THEREFORE BE IT RESOLVED that the BOCC declares the Health Building Water Leak an emergency and waives bidding procedures relating to this event to mitigate damage and restore damaged areas to service; and NOW THEREFORE BE IT FURTHER RESOLVED that Steve Wohld, Chief of Internal Services, is authorized to sign any contracts required on behalf of the BOCC.
