2021-08-24 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes August 24, 2021 Present: Commissioner Stamper(by phone), Commissioner Pollock, Commissioner Swope Recorder: Rieva Lester Commissioner Pollock called the meeting to order at 10 a.m., determined a quorum and then proceeded with the flag salute. Community Development Director Lee Napier noted that it had come to her attention that a member of the public had distributed materials related to a quasi-judicial matter and that the individual may provide public comment related to the matter. She noted that because the topic is a quasi-judicial matter,the commissioners would not be able to respond. PUBLIC COMMENT Ron Nilson of Mineral voiced concerns regarding a proposed YMCA development. He provided written materials,which were forwarded along to Community Development since the topic he was discussing is a quasi-judicial matter. (Community Development will include his written remarks in its packet for the future hearing.) NOTICE ITEMS Commissioner Swope made a motion to approve Resolutions 21-307 through 21-309. Commissioner Stamper seconded. Resolution 21-307:The temporary closure of Jackson Highway South to all through traffic. Real Estate Services Director Martin Roy discussed the resolution. He said the closure is scheduled for Sept. 13-17 to allow time to repair a failing culvert. Resolution 21-308: Notice of Public Hearing to consider Ordinance 1327,an ordinance to amend Lewis County Code(LCC)17.38 Critical Areas.The hearing will take place in the Commissioners' Hearing Room at or after 10 a.m. Sept. 14, 2021. Community Development Director Lee Napier discussed the resolution. She said the ordinance would amend the county's code regarding Critical Areas. 1 Resolution 21-309: Notice of Public Hearing to consider Ordinance 1328,an ordinance to amend Lewis County Code (LCC) 15.35 Flood Damage Prevention.The hearing will take place in the Commissioners' Hearing Room at or after 10 a.m.Sept. 14,2021. Community Development Director Lee Napier discussed the resolution. She said the ordinance would amend the county's code regarding Flood Damage Prevention. Motion passed 3-0. CONSENT ITEMS Commissioner Swope made a motion to approve minutes from the August 10,2021, meeting as well as Resolution 21-310. Commissioner Stamper seconded. Resolution 21-310:Approval of warrants/claims against the various county departments. Chief accountant Grace Jimenez, representing the Auditor's Office, said warrants numbered 845,247 through 845,360 and 845,418 through 845,716 as well as direct disbursements numbered 3796 through 3800 were issued in August for payments against the county totaling$3,070,484.39. She said a payroll/tax deposit warrant numbered 795,843 and Automatic Deposits numbered 29,086 through 29,689 also were approved for payments against the county totaling$1,172,783.55. Grace noted a skip in sequence for warrants 845,218 through 845,246 and 845,361 through 845,417,which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Noting that proposed Resolution 21-315 was being held, Commissioner Swope made a motion to approve Resolutions 21-311 through 21-314 and 21-316 through 21-319. Commissioner Stamper seconded. Resolution 21-311:Authorization to establish the rate of pay for a non-union extra help water utility operator. Human Resources Director Chris Panush discussed the resolution. He said the hourly rate for the water utility operator would be$50 per hour. 2 • Resolution 21-312:Approving a contract to purchase body and in-car video recording system, equipment and related software for the Lewis County Sheriff's Office using NCPA contract#01-97. Undersheriff Wes Rethwill discussed the resolution. He said using the National Cooperative Purchasing Alliance (NCPA)will allow the county to purchase body cameras and car video recording systems. He said the county will use$314,000 in Office of Financial Management funds toward the$380,000 cost. He and Sheriff Snaza thanked Becky Butler for her help with the project, and Sheriff Snaza thanked the commissioners for their help as well. Resolution 21-313:Transfer of authority for Airport Leases. Public Works Director Josh Metcalf discussed the resolution. He said the resolution would transfer lease approvals from the Board of County Commissioners to the Public Works Director. Resolution 21-314:Approving a supplement that increases the total contract amount over$200,000 for an active Public Works project. Public Works Director Josh Metcalf discussed the resolution. He said the supplement would increase the total amount of the project to$340,000. Resolution 21-316:Approve Amendment B between Lewis County and Reliable Enterprises to increase budget for Housing. Interim Deputy Director of Operations&Social Services Meja Handlen discussed the resolution. She said the resolution approves a $$132,573.60 increase to an agreement for housing services. Resolution 21-317:Approve an agreement between Lewis County and Reliable Enterprises to provide funds for case management and rapid rehousing services in the amount of$63,121. Interim Deputy Director of Operations&Social Services Meja Handlen discussed the resolution. She said the resolution approves a $63,121 agreement to provide rapid rehousing services from July 1, 2021, through June 30, 2023. Resolution 21-318:Approve an agreement between Lewis County and Housing Resource Center to provide essential needs,case management and rapid rehousing in the amount of$1,099,519. Interim Deputy Director of Operations&Social Services Meja Handlen discussed the resolution. She said the resolution approves a $1,099,519 agreement to provide rapid rehousing services as well as housing and essential needs. Meja discussed past funding that had to be turned back due to a lack of available housing locally. 3 Resolution 21-319:Approve an agreement between Lewis County and Hope Alliance to provide case management and rapid rehousing services in the amount of$165,492. Interim Deputy Director of Operations&Social Services Meja Handlen discussed the resolution. She said the resolution approves a $165,492 agreement to provide housing support for those fleeing domestic violence. Motion passed 3-0. HEARING Resolution 21-320: Public hearing to close out the Vader Enchanted Valley Water System's CDBG Planning Only grant. Commissioner Pollock introduced the hearing. Public Works Director Josh Metcalf gave the staff report. He said the Department of commerce requires a public hearing to close out the planning-only grant for the Vader-Enchanted Valley Water System.Josh said all requirements for the project have been met. Commissioner Pollock asked if there were any questions.There were no questions. Commissioner Pollock then closed the question-and-answer portion of the hearing. Josh Metcalf asked that his previous comments be adopted into the record. Commissioner Pollock asked if anyone wanted to speak for or against the resolution. No one spoke. Commissioner Pollock closed the hearing. Commissioner Swope made a motion to approve Resolution 21-320. Commissioner Stamper seconded. Motion passed 3-0. COVI D-19 Interim Deputy Director of Operations&Social Services Meja Handlen provided the following stats regarding the allocation of Treasury Rental Assistance funds: • The Salvation Army has provided $1,268,708.79 in rental assistance and $168,361.87 for utilities. • The Equity Institute has provided $49,660.40 in rental assistance and $10,482 for utilities. 4 Chris Panush said HR has sent updated guidance regarding mask use and COVID-19 exposure.
