August 27,2021

Commissioner Pollock called the meeting to order at 3:15 p.m.,determined a quorum and then
proceeded with the flag salute.
PUBLIC COMMENT
None.
Commissioner Pollock noted for the record that she would be out of the office from Aug. 30 until Sept.
6, 2021.She authorized County Manager Erik Martin to sign pay lists on her behalf during that time.
Commissioner Pollock noted that the commissioners have two hearings scheduled for 10 a.m.Aug. 31:
• Resolution 21-330:Approve a franchise to Middle Fork Water&Sewer to install, construct,
operate and maintain water and sewer facilities in Lewis County road rights of way.
• Resolution 21-331:Approve a franchise to Enchanted Valley Vader Water to install, construct,
operate and maintain water and sewer facilities in Lewis County road rights of way.
Commissioner Pollock made a motion to authorize Commissioner Swope to open the hearings on Aug.
31,take public testimony on behalf of the BOCC and then adjourn the hearings until at or after 10 a.m.
Sept. 14, at which time additional public testimony could be taken and the full board would deliberate
on the resolutions.
Commissioner Swope seconded.
Motion passed 2-0.
PRESENTATION
Commissioner Swope made a motion to approve two proclamations:one Proclaiming September 5-11,
2021, as Suicide Prevention Week and September 2021 as Recovery Month and the other recognizing
the 20-year anniversary of 9/11.

Commissioner Pollock read into the record the proclamation Proclaiming September 5-11, 2021, as
Suicide Prevention Week and September 2021 as Recovery Month.
Commissioner Swope read into the record the Remembrance & Commemoration proclamation
recognizing the 20-year anniversary of 9/11.
Motion passed 2-0.
NOTICE ITEMS
Commissioner Swope made a motion to approve Resolutions 21-321 and 21-322. Commissioner
Pollock seconded.
Resolution 21-321:The temporary closure of Shorey Road to all through traffic.
Public Works Director Josh Metcalf discussed the resolution. He said Shorey Road is being closed to
allow for erosion control and bank stabilization efforts.
Resolution 21-322: Notice of Hearing to consider Ordinance 1329, amending Lewis County Shoreline
Master Program and Lewis County Code (LCC) 17.25 Shoreline Management.The hearing will take
place in the Commissioners' Hearing Room at or after 10 a.m. September 21, 2021.
Community Development Director Lee Napier discussed the resolution. She said the ordinance will
amend the code for the Shoreline Management Plan and adopt the new Shoreline Management Plan.
Motion passed 2-0.
CONSENT ITEMS
Commissioner Swope made a motion to approve minutes from the August 24, 2021, Business Meeting
as well as Resolution 21-323. Commissioner Pollock seconded.
Resolution 21-323:Approval of warrants/ payroll.
Chief accountant Grace Jimenez, representing the Auditor's Office, said warrants numbered 845,750
through 845,884 were issued in August for payments against the county totaling$673,807.84. She said
payroll/tax deposit warrants numbered 795,844 through 795,850 and Automatic Deposits
numbered 29,690 through 30,295 also were approved for payments against the county totaling
$1,148,242.25. Grace noted a skip in sequence for warrants 845,717 through 845,749, which were
issued on behalf of Special Purpose Districts.

DELIBERATION ITEMS
Commissioner Swope made a motion to approve Resolution 21-315 as well as Resolutions 21-324
through 21-329. Commissioner Pollock seconded.
Resolution 21-315: List the bids received and contractor selected for the Cowlitz River Public Access
Park Project,CMP 15-1606.
Public Works Director Josh Metcalf discussed the resolution. He said the county received six bids for the
project and that Stele Trucking of Chehalis was the lowest responsive bidder. He said the costs for
materials and supplies have increased. He noted that Steele submitted a bid of$494,256.52, which is
higher than the engineer's estimate of$461,617.93.
Resolution 21-324: Listing of Bids and Contractor selected for the Lewis County 2021 Snow Sand
Proposal.
Public Works Director Josh Metcalf discussed the resolution. He said the county received two bids for
the project and the Northwest Rock,which submitted a bid of$248,254.05.
Resolution 21-325:Approve an amendment to the agreement between Lewis County and the
Recreation and Conservation Office(RCO)for Berwick Creek Barrier Removal and Realignment(Logan
Hill Road MP 0.103,CMP 1805).
Public Works Director Josh Metcalf discussed the resolution. He said the amendment increases the
project by$72,193.26,with the Salmon Recovery Funding Board providing$36,096.63 and Lewis County
providing a match of$36,096.63.
Resolution 21-326:Approve the terms of a franchise between Vader Water and the City of Vader to
install,construct,operate and maintain water facilities within the city limits of Vader.
Public Works Director Josh Metcalf discussed the resolution.Josh noted that the water structure owned
by Lewis County is in the city's right of way.
Resolution 21-327:Approve an agreement between Lewis County and Compass Career Solutions to
provide individual employment and inclusion services in the amount of$74,000.
Interim Deputy Director of Operations&Social Services Meja Handlen discussed the resolution. She
said the contract would provide employment and inclusion services.

Resolution 21-328:Approve an agreement between Lewis County and The Salvation Army to provide
case management and rapid rehousing services.
Interim Deputy Director of Operations&Social Services Meja Handlen discussed the resolution. She
said the funding would provide$165,291 in funding.
Resolution 21-329:Approve Memorandum of Understanding Amendment B between Valley View
Health Center and Lewis County to extend agreement providing COVID-19 testing.
Interim Deputy Director of Operations&Social Services Meja Handlen discussed the resolution.She
said the agreement extends the agreement for COVID testing.
Motion passed 2-0.
