Commissioner Pollock made a motion to authorize County Manager Erik Martin to sign the policy to extend access to the county COVID-19 leave pool. Commissioner Swope seconded. Motion passed 3-0. Emergency planning for long-term building use: Dianne Dorey suggested the county create a site that could be used during emergencies, such as floods, broken pipes, leaking windows, etc. Doug Carey said the county’s 10-year plan includes conference rooms that would be used for emergency relocations. Doug said he would review the plans with Dianne. Roundtable Dianne said the Assessor’s Office is nearly done picking up new construction. She discussed the wind farm and indicated that her office will conduct an audit on the amount of acreage used for the wind farm once Pictometry images of the area are available. Larry Grove said the Auditor’s Office certified the primary election on Aug. 17. Undersheriff Rethwill complimented Facilities for its efforts at the fairgrounds. Directors’ Update Lee Napier discussed a Notice of Public Hearing to consider Ordinance 1328, an ordinance to amend Lewis County Code (LCC) 15.35 Flood Damage Prevention. Josh Metcalf discussed the temporary closure of Jackson Highway South to all through traffic. Daleyn Coleman discussed a resolution to establish the rate of pay for a non-union extra help water utility operator. She noted that the resolution may end up being postponed a week. Undersheriff Rethwill discussed a resolution to approve a contract to purchase body and in-car video recording system, equipment and related software for the Lewis County Sheriff's Office using NCPA contract #01-97. Josh Metcalf discussed a resolution to transfer the authority for Airport Leases. Josh Metcalf discussed a resolution to approve a supplement that increases the total contract amount over $200,000 for an active Public Works project. Meja Handlen discussed a resolution to approve an agreement between Lewis County and Housing Resource Center to provide essential needs, case management and rapid rehousing in the amount of $1,099,519. Meja Handlen discussed a resolution to approve an agreement between Lewis County and Hope Alliance to provide case management and rapid rehousing services in the amount of $165,492. Erik Martin discussed a public hearing to close out the Vader Enchanted Valley Water System's CDBG Planning Only grant. Commissioner Pollock made a motion to move three notice items, two consent items, nine deliberation items and one hearing to the Tuesday, Aug. 24, 2021, BOCC agenda. Commissioner Swope seconded the motion. Motion passed 3-0. Roundtable John Abplanalp said the county has hired a new Animal Shelter technician. He said the county is working on contingency plans for water testing. Becky Butler said she is offering budget training. Scott Smitherman said 911 has picked up new recruits for dispatcher positions. Patrick Shults said WSU has an online course for small farmers starting in September. Meeting ended at 10 a.m.
