Business Meeting minutes
September 21, 2021
Present: Commissioner Pollock, Commissioner Swope
Absent: Commissioner Stamper
Recorder: Rieva Lester
Commissioner Pollock called the meeting to order at 10 a.m., determined a quorum and then proceeded
with the flag salute.
PUBLIC COMMENT
None.
NOTICE ITEM
Commissioner Swope made a motion to approve Resolution 21-332. Commissioner Pollock seconded.
Resolution 21-332: Issue a request for proposals(RFP) Lewis County seeks proposals to deploy
infrastructure that will provide affordable, equitable, high-speed broadband access in Lewis County.
County Manager Erik Martin discussed the resolution. He said the county wants to expand access to
reliable, high-speed internet and that the first reading for proposals will take place Oct. 1.
Motion passed 2-0.
CONSENT ITEMS
Commissioner Swope made a motion to approve minutes from the September 14,2021, Business
Meeting as well as Resolution 21-345. Commissioner Pollock seconded.
Resolution 21-345:Approval of warrants/claims against the various county departments.

Chief accountant Grace Jimenez, representing the Auditor's Office, said warrants 846,366 through
846,645 and direct disbursements number 3910 through 3915 were issued in September for payments
against the county totaling$2,826,912.87.She said payroll/tax deposit warrants numbered 795,851
through 795,858 and Automatic Deposits numbered 30,296 through 30,936 also were approved for
payments against the county totaling$1,161,452.34.Grace noted a skip in sequence for warrants
846,351 through 846,365, which were issued on behalf of Special Purpose Districts.
Motion passed 2-0.
DELIBERATION ITEMS
Commissioner Swope made a motion to approve Resolutions 21-346 through 21-349. Commissioner
Pollock seconded.
Resolution 21-346:Approve a Local Agency Agreement and Federal Aid Project Prospectus between
Lewis County and Washington State Department of Transportation (WSDOT)for the Shorey Road
Bank Stabilization Project,County Road Project(CRP)21590.
Public Works Director Josh Metcalf discussed the resolution.Josh said federal funding totaling$2.5
million is available for the$2.9 million project.
Resolution 21-347:Approve the SWMLSWFA agreement between Department of Ecology and Lewis
County for Solid Waste enforcement and permitting activities.
Public Health and Social Services Director JP Anderson discussed the resolution. He said the grant
provides$149,111 to help with solid waste enforcement and permitting activities.
Resolution 21-348: List the bids received and contractor selected for the Chehalis Ridge Radio Site
Project,#31-1617.
Capital Facilities Manager Doug Carey discussed the resolution. He said a new radio tower will be built
to help emergency services for Chehalis and Centralia. Doug said Quigg Bros. provided the lowest
responsive bid at$453,000. He said the engineer's estimate for the project was$450,000 to$500,000.
Resolution 21-349:Appoint Carol Brock and Tim Wood to the Lewis-Mason-Thurston Area Agency on
Aging(LMTAAA)Advisory Council.
Clerk of the Board Rieva Lester discussed the resolution.She said the resolution appoints Carol Brock
and Tim Wood to the LMTAAA.
Motion passed 2-0.

HEARING
Ordinance 1329:An ordinance to amend the Lewis County Shoreline Master Program and Lewis
County Code (LCC) 17.25 Shoreline Management.
Commissioner Pollock introduced the hearing.
Community Development Director Lee Napier gave the staff report. She said the ordinance adopts the
county's Shoreline Management Program.
Commissioner Pollock asked if there were any questions.There were none.
Commissioner Pollock then closed the question-and-answer portion of the hearing.
Lee asked that her previous comments be adopted into the record.
Commissioner Pollock asked if anyone wanted to speak for or against the resolution.
Ron Averill of Centralia said the members of the Farm Bureau appreciate Lee Napier and her staff for
answering all of their questions.
Commissioner Pollock closed the hearing.
Commissioner Swope made a motion to approve Ordinance 1329. Commissioner Pollock seconded.
Motion passed 2-0.

ANNOUNCEMENTS
Ron Averill of Centralia said the Lewis County Seniors group appreciates the commissioners for
appointing Carol Brock to the Lewis-Mason-Thurston Area Agency on Aging.
Erik Martin said Commissioner Stamper continues to show slow improvement.
