2021-09-28 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes September 28, 2021 Present: Commissioner Pollock,Commissioner Swope Absent: Commissioner Stamper Recorder: Rieva Lester Commissioner Pollock called the meeting to order at 10 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT Frank Corbin expressed his concern for Commissioner Stamper and everyone else to pray for those battling COVID-19. Frank prayed for those battling the virus. CONSENT ITEMS Commissioner Swope made a motion to approve minutes from the September 21,2021, Business Meeting as well as Resolution 21-350. Commissioner Pollock seconded. Resolution 21-351:Approval of warrants/claims against the various county departments. Chief accountant Grace Jimenez, representing the Auditor's Office, said warrants 846,702 through 846,875 were issued in September for payments against the county totaling$1,816,801.20. Grace noted a skip in sequence for warrants 846,646 through 846,701, which were issued on behalf of Special Purpose Districts. Motion passed 2-0. DELIBERATION ITEMS Commissioner Swope made a motion to approve Resolutions 21-351 through 21-354. Commissioner Pollock seconded. 1 Resolution 21-351: Modify Lewis County burn restriction to allow recreational fires and solid fuel BBQ use in all lands regulated by Lewis County. Fire Marshal Doyle Sanford discussed the resolution. He said current and forecasted weather conditions have allowed to ease burn restrictions. Resolution 21-352:Approve an Agreement between Cispus Learning Center and Lewis County for an afterschool program in Morton and White Pass School District areas. Public Health and Social Services Director JP Anderson discussed the resolution. He said the two-year agreement is for$76,800.JP said the program will help support behavioral health needs of kids in the community. Resolution 21-353: List the bids received and contractor selected for the Juvenile Court Renovation and Addition Project, Project#31-2101. Capital Facilities Project Manager Doug Carey discussed the resolution. Doug said the 1970s-era Juvenile building needs to be updated and expanded. Doug said the county received seven bids, with Construct Inc. of Tumwater submitting the lowest responsive bid, with alternates,of$7,202,400, which he noted is slightly lower than the engineer's estimate. Resolution 21-354:Approve Local Agency Agreements and Federal Aid Prospectuses between Lewis County and Washington State Department of Transportation (WSDOT)for the federally funded King Road (CRP-2159M)and Sargent Road (CRP-2159N) bridge scour projects. County Engineer Tim Fife discussed the resolution. Motion passed 2-0. COVID-19 JP Anderson said the county is launching a COVID-19 testing site at the fairgrounds later in the day. ANNOUNCEMENTS Peter Lahmann said the state Department of Veteran Affairs is looking for a construction project manager. Commissioner Pollock noted that Article I, Section 12 of the state Constitution does not apply to the county's proclamations. 2 PRESS CONFERENCE No questions.
