Present: Commissioner Pollock, Commissioner Swope
Recorder: Rieva Lester
Commissioner Pollock called the meeting to order at 10 a.m.,determined a quorum and then proceeded
with the flag salute.
PUBLIC COMMENT
None.
STATE-OF-THE-LIBRARY ADDRESS
Timberland Regional Library Executive Director Cheryl Heywood said TRL has expanded, opening a 28th
facility.She said all libraries have received infrastructure improvements.Cheryl said TRL has signed a
three-year agreement for a kiosk in Toledo. She said TRL is hosting pop-up libraries in Morton and
Mineral twice a month. She said TRL also is working to purchase land for a site in Randle.
PRESENTATIONS
Commissioner Swope made a motion to approve three proclamations:one proclaiming Oct. 3-9,2021,
as Fire Prevention Week;one recognizing the first week of October as Public Power Week;and the last
declaring October 2021 as Disability Employment Awareness Month. Commissioner Pollock seconded.
Proclaim Oct. 3-9,2021,as Fire Prevention Week.
Lewis County Fire District 13 Chief Gregg Peterson read the proclamation into the record. Gregg talked
about the evolution of smoke detectors.
Recognize the first week of October as Public Power Week.
Lewis County Public Utility District(PUD)Public Affairs Manager Willie Painter read the proclamation
into the record.

Declare October 2021 as Disability Employment Awareness Month.
Commissioner Sean Swope read the proclamation into the record. Public Health and Social Services
Community Health Services&Contract Coordinator Sara Sons discussed the importance of employers
supporting all employees, including those with disabilities.
Motion passed 2-0.
NOTICE ITEM
Commissioner Swope made a motion to approve Resolution 21-355. Commissioner Pollock seconded.
Resolution 21-355: Notice of Public Hearing to consider Ordinance 1330,an ordinance to repeal and
replace Chapter 17.12, Public Participation Program,and amend Chapter 17.05 General Provisions,of
the Lewis County Code.
Community Development Sr. Long Range Planner Mindy Brooks discussed the resolution.
Motion passed 2-0.
CONSENT ITEMS
Commissioner Swope made a motion to approve minutes from the September 28,2021, Business
Meeting as well as Resolution 21-356. Commissioner Pollock seconded.
Resolution 21-356:Approval of warrants/claims against the various county departments.
Chief accountant Grace Jimenez, representing the Auditor's Office, said warrants numbered 846,922
through 847,139 and direct disbursements numbered 3951 through 3953 were issued in September for
payments against the county totaling$3,483,524.57. She said payroll/tax deposit warrants numbered
795,859 and Automatic Deposits numbered 30,937 through 31,531 also were approved for payments
against the county totaling$1,136,413.81. Grace noted a skip in sequence for warrants 846,876 through
846,921, which were issued on behalf of Special Purpose Districts.
Motion passed 2-0.

DELIBERATION ITEMS
Commissioner Swope made a motion to approve Resolutions 21-357 through 21-359. Commissioner
Pollock seconded.
Resolution 21-357:Approve purchase of R-Zero ARC UV-C Light touchless disinfections units for the
Lewis County Jail and Juvenile Detention Facility.
Chief Chris Sweet discussed the resolution. He said the UV-C technology,which is used in operating
rooms across the county,will be beneficial to the county's congregate sites by killing airborne and
surface pathogens to mitigate COVID-19 and other diseases.
Resolution 21-358: Approve a reimbursement agreement with the Administrative Office of the Courts
(AOC)for extraordinary costs in responding to State v. Blake on the state's behalf.
Deputy Prosecuting Attorney Eric Eisenberg discussed the resolution. He said the agreement will help
reimburse the county for costs associated with the 50 years'worth of vacated convictions as a result of
State v. Blake.
Resolution 21-359: Modify restrictions on outdoor burning to allow permitted burning throughout
lands regulated by Lewis County.
Community Development Director Lee Napier discussed the resolution.She said the county's burn
restrictions were eased effective at 8 a.m. Sept. 30, 2021.She noted that outdoor burning is limited to
natural vegetation, not paper products and garbage.
Motion passed 2-0.
COVI D-19
JP Anderson said Bird's Eye is looking to expand from two days of COVID-19 testing for area school
children to four days of testing at the fairgrounds.
ANNOUNCEMENTS
Ron Averill said the Republican Central Committee has begun its effort to identify three potential
successors for Commissioner Stamper. He said the group will meet Tuesday, Oct. 26,to hold its
interviews. He outlined the steps the Republican Party will take. Ron said interested District 3 residents
can contact Republican Central Committee Chair Brandon Svenson at 360-827-0503 or
bsvennv@gmail.com for information about applying for the seat.
