Erika Katt discussed a proclamation recognizing September as National Preparedness Month in Lewis
County.
Doug Carey discussed a call for bids for the Community Development/Environmental Renovation
Project, Project # 31-2102.
Josh Metcalf discussed a call for bids for one or more 10/12 yard dump trucks for the Public Works Road
Maintenance Division.
Chris Panush discussed a resolution to establish the rate of pay for a non-union extra help Civil Service
secretary.
JP Anderson discussed a resolution to approve Amendment C between Lewis County and Bird’s Eye to
correct scrivener’s error and add services.
Erika Katt and Josh Metcalf discussed a resolution to approve an agreement between Lewis County and
Washington State Military Department for the Department of Homeland Security (DHS) - Federal
Emergency Management Agency (FEMA) Pre-Disaster Mitigation Grant and authorizing signature
thereon.
Erika Katt discussed a resolution to approve a memorandum of understanding between Lewis County
Division of Emergency Management and Twin Transit.
Josh Metcalf discussed a resolution to approve an amended road use permit to Lewis County from ORM
Timber Operating Company IL, LLC for access to a radio repeater site on Hopkins Hill and authorize
signatures thereon.
Josh Metcalf discussed a resolution to approve a contract increase over $200,000 for a Public Works
project.
Josh Metcalf discussed a resolution to approve the proposed establishment of a new county road off
Baker Drive, Mossyrock.
Josh Metcalf discussed a resolution to approve a County Road Easement No. 50-092552 between Lewis
County and DNR and authorizing signatures thereon.
Josh Metcalf discussed a hearing to approve a franchise to Middle Fork Water & Sewer to install,
construct, operate and maintain water and sewer facilities in Lewis County road rights of way.

Commissioner Swope made a motion to move one presentation, two notice items, two consent items,
eight deliberation items and four hearings to the Tuesday, Sept. 14, 2021, BOCC agenda.
Commissioner Pollock seconded the motion.
Motion passed 2-0.
COVID-19
JP Anderson reviewed Lewis County’s COVID cases for the week of Aug. 29 to Sept. 4:
• 382 new COVID-19 cases
• 39 new hospitalizations
• 6 new deaths
• 10 active outbreaks in congregate care settings
JP noted that Lewis County is reviewing additional deaths the state already has attributed to Lewis
County.
JP noted that 44.8 percent of Lewis County residents have initiated vaccination and that 39.2 percent of
residents have been fully vaccinated.
Roundtable
Becky Butler discussed low-cost broadband access. Becky discussed the four applicants for the District 3
representative for the Citizens Budget Committee. The commissioners said they would again review the
list Sept. 10. Becky noted that preliminary budgets due Sept. 13 for offices and departments.
JP thanked Erika for her work on the weekly healthcare meetings.
Matt Jaeger said work is being done to lay the groundwork for a new countywide phone system.
Becky noted that she would have a late add for Sept. 14: an RFP for broadband.
