2021-10-26 BOCC Business Meeting Minutes , LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes October 26,2021 Present: Commissioner Pollock,Commissioner Swope Recorder: Rieva Lester Commissioner Pollock called the meeting to order at 10 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT None. EMPLOYEE RECONITION The commissioners presented certificates to the following employees, who had reached five-year employment milestones: • 5 YEARS: Lori Jendryka of the Prosecutor's Office, Matt Thuston of Facilities,JP Anderson of Public Health and Social Services, Erik Martin of the BOCC and Tim Spencer of Facilities. • 15 YEARS:Sara Beigh of the Prosecutor's Office. • 20 YEARS:Jeffrey Humphrey of the Sheriff's Office, Richard "Rick"Van Wyck of the Sheriffs Office and Julainne Baum of the Prosecutor's Office. • 25 YEARS: Holly Miller of the Prosecutor's Office and Darol Hamilton of IT Services. • 30 YEARS: Keith Scharber of Facilities. • 35 YEARS: Fredrick Wetzel of the Sheriffs Office. CONSENT ITEMS Commissioner Swope made a motion to approve minutes from the October 19,2021, Business Meeting as well as Resolution 21-374. Commissioner Pollock seconded. Resolution 21-374:Approval of warrants/claims against the various county departments. Chief accountant Grace Jimenez,representing the Auditor's Office, said warrants 847,627 through 847,662 and 847,710 through 847,825 were issued in October for payments against the county totaling 1 $505,839.64. Grace noted a skip in sequence for warrants 847,663 through 847,709,which were issued on behalf of Special Purpose Districts. Motion passed 2-0. DELIBERATION ITEMS Commissioner Swope made a motion to approve Resolutions 21-375 through 21-377. Commissioner Pollock seconded. Resolution 21-375:Approve an agreement between Lewis County and the Department of Commerce to provide funds through the housing assistance unit Eviction Rental Assistance Program Grant in the amount of$6,505,059. Public Health and Social Services Director JP Anderson discussed the resolution. He said the state Eviction Rental Assistance Program (ERAP)grant provides funding for Oct. 1, 2021,through June 30, 2023,to help prevent evictions. Resolution 21-376:Approve an agreement for CJTA Funded Treatment and Recovery Support Services between Cascade Mental Health and Lewis County Public Health &Social Services(PHSS). Public Health and Social Services Director JP Anderson discussed the resolution. He said funding totaling$108,000 is available and that it would be split equally over two years,with the contract period of July 1, 2021, through June 30, 2023. Resolution 21-377:Approve a memorandum of agreement between Lewis County and Washington State University(WSU) Extension. WSU Extension Director Patrick Shults discussed the resolution. Commissioner Pollock noted that Patrick's efforts saved the county some money. Motion passed 2-0. HEARINGS Resolution 21-378:Lewis County 2021 budget,emergency and supplemental appropriations to and transfers within current expense and other funds. Commissioner Pollock introduced the hearing. 2 Budget Administrator Becky Butler gave the staff report. Becky said notice of the hearing was published in The Chronicle on Oct. 14 and 21. She noted changes that took place between publication of the notice and the actual hearing. Becky said the amendment reflects an increase in expenditures totaling $4,856,439 and an increase in revenues totaling$2,471,000 for a decrease in estimated ending fund balance in the amount of$2,385,439. Becky outlined the various budgetary changes reflected in the amendment. Commissioner Pollock asked if there were any questions.There were no questions. Commissioner Pollock then closed the question-and-answer portion of the hearing. Becky asked that her previous comments be adopted into the record. Commissioner Pollock asked if anyone wanted to speak for or against the resolution. No one chose to speak. Commissioner Pollock closed the hearing. Commissioner Swope made a motion to approve Resolution 21-378. Commissioner Pollock seconded. Motion passed 2-0. Ordinance 1330:Adopt Ordinance 1330 to repeal and replace Chapter 17.12, Public Participation,and amend Chapter 17.05,General Provisions,of the Lewis County Code. Commissioner Pollock introduced the hearing. Senior Long-Range Planner Mindy Brooks gave the staff report. She noted that staff and the Planning Commission started meeting the previous year to discuss needed improvements to the Public Participation and General Provisions processes. She noted that the Planning Commission held four public meetings regarding its proposed changes.She said the changes will improve the processes. Commissioner Pollock asked if there were any questions.There were no questions. Commissioner Pollock then closed the question-and-answer portion of the hearing.
