APPROVE CRIMINAL JUSTICE TREATMENT
ACCOUNT WORK PLAN BETWEEN LEWIS COUNTY
AND HEALTH CARE AUTHORITY
WHEREAS, the Board of County Commissioners (BOCC), Lewis County,
Washington, has reviewed the Criminal Justice Treatment Account Work Plan
(CJTA) drafted by the local CJTA Panel in accordance with RCW 71.24.580; and
WHEREAS, this plan describes what Lewis County will do with the CJTA State
funds from July 1, 2021, through June 30, 2023, based upon funding priorities
established by the panel; and
WHEREAS, the BOCC previously approved agreement #K3960 Amendment #3
with Health Care Authority per Resolution No. 21-252 on July 13, 2021, awarding
$253,780 to Lewis County; and
WHEREAS, the Work Plan for this agreement must be approved by the county
legislative authority before being submitted to HCA; and
WHEREAS, it appears to be in the best public interest to approve the CJTA Work
Plan.
NOW THEREFORE BE IT RESOLVED that the BOCC of Lewis County approves
the CJTA Work Plan with the HCA for July 1, 2021, through June 30, 2023.

Description
Health Care Authority (HCA) requires agencies and counties receiving State
Criminal Justice Treatment Account (CJTA) funds to update their CJTA work plan every
two years. The CJTA work plan is drafted by the local CJTA Panel, comprised of
professional representatives in accordance with RCW 71.24.580, and must be approved
by County Legislative Authority before being submitted to HCA. The plan describes what
Lewis County will do with the CJTA State funds provided by HCA based upon the funding
priorities established by the panel. The panel has prioritized the following areas:
• substance use treatment to individuals who are incarcerated in Lewis County Jail
including:
o assessments, individual treatment, and group treatment
• provide direct services for Drug Court participants including:
o assessments, individual treatment, group treatment, urinalysis screening,
and aftercare at the request of Drug Court, to comply with program
requirements.
This contract funds these services for individuals whose treatment costs are not covered
by Medicaid.
For the 2021-2023 contract year, there is an additional supplemental funding of
$116,110 to be used to expand services of already existing therapeutic courts. The panel
has decided to use this funding for:
• Transportation for clients to and from court related appointments or medically
approved appointments such as treatment services, behavioral or mental health
appointments.
• Supporting an additional MAT provider in the Jail to expand participation in the SUD
program as well as to assist participants with transitioning into treatment and
recovery once they are exited from jail.
The Lewis County CJTA Panel will review and revise the work plan as needed to better
serve the population impacted by these funds.

1. Describe in detail how substance use disorder treatment and support services will be
delivered within the region.
In Lewis County, CJTA funding has traditionally been utilized most by the Adult and Juvenile
Drug Court. Funding has been expanded to provide eligible individuals participating in
therapeutic courts and incarcerated individuals who are interested in obtaining treatment and
reside in Lewis County. Lewis County Public Health &Social Services (LCPHSS) contracts with two
local mental health agencies (Cascade Community Healthcare and CORE Health)to utilize CJTA
funding and provide substance use disorder(SUD)treatment, group and individual treatment
sessions. Drug Court will also offer the following activities to all eligible participants:
employment services and job training; relapse prevention;family/marriage education; peer-to-
peer services, mentoring and coaching; self-help and support groups; housing support services
(rent and/or deposits); life skills; spiritual and faith-based support; education; and parent
education and child development.
Lewis County Jail works with Cascade Community Healthcare to provide Substance Use Disorder
(SUD)Treatment to inmates, utilizing best practice programs such as Motivational Interviewing
and other techniques.Services consist of assessments,groups(1 male and 1 female group
session per week), individual therapy sessions, and outreach/referrals.The Jail also provides
Medication Assisted Therapy(MAT). In an effort to focus this funding on SUD treatment for
medically necessary individuals, the Lewis County Jail will maintain 12 to 15 constant
participants in the MAT program, and all inmates with a desire for treatment will be eligible for
an assessment and treatment.
SUD treatment and support services will be delivered to active Drug Court participants through
CJTA funds. Lewis County Drug Court contracts with the CORE Health and all services are
delivered through that contract. Services include—assessments, individual sessions,group
treatment and urinalysis(UA) testing.The Lewis County Drug Court requires that participants
submit to random urinalysis testing through a call in hotline. Participants are required to call in
daily and report as directed. Drug Court best practices are followed with the random UA
line. Further, participants must complete their entire treatment program in order to be eligible
to graduate from the program.Treatment varies from inpatient, intensive outpatient,
outpatient, and aftercare. Participants in the Drug Court are held to a high level of
accountability. Any missed treatment activity is sanctioned in Court the following Monday. If
funding allows, Drug Court participants will be offered employment services,job training,
housing support services, life skills and parent education. Drug Court has the capacity to serve
up to 55 participants at any given time.
2. Match
Lewis County Public Health &Social Services partners provide match dollars in the form of in-
kind donations. For example, Lewis County Jail is able to provide MAT medications at a cost of
roughly$70,000 per year, and Cascade Community Healthcare and CORE Health provide
professional support and incur many administrative costs. Limited funding is also available
through the 1/10 of 1%sales tax in Lewis County to support mental health and substance abuse
treatment.This funding is allocated upon the discretion of the Board of County Commissioners.
3. Special Project(Supplemental Funding)
The Drug Court Treatment model, as well as providing MAT and counseling sessions in Jail, is
consistent with LCPHSS's Strategic Plan and is supported in Goals 2 (Strengthen Community
Engagement: Establish LCPHSS as a dependable, supportive, and knowledgeable community
partner) and 3 (Promote Healthy Choices and Environments: Promote environments that
enhance health equity).
For the 2021-2023 biennium,the supplemental funding provided will be utilized in two(2)
different ways*:
1. Providing transportation to assist those currently involved with the Drug Court program
with overcoming transportation barriers to getting to treatment and follow up
appointments. Lewis County is geographically vast with little to no public transportation
going from the east side of the county(nearly Yakima)to the population center of
Centralia-Chehalis,where the majority of resources and services are located. By
assisting clients with vouchers for ride services and/or bus passes,they are more likely
to make their appointments and stay on their counseling and/or medication programs.
The proposed program will:
• Have appropriately licensed and insured CORE Health staff available to assist
with Drug Court participants' local transportation needs at an average of 7 rides
per week;
• Transportation services will be available for Phase 1 and Phase 2 participants;
• Transportation services will be utilized in relation to participants'treatment
and/or Drug Court required activities and will be one-way to CORE Health
treatment center or the Court;
• Core Health will make 25 percent of funds available to sponsor bus passes for
Phase 3 participants and gas cards available to assist in third party
transportation of individuals to treatment centers out of the local area; and
• CORE Health staff will track transportation services, bus passes,and gas cards
provided and compile all relevant reporting as required by CJTA funding
guidelines.
2. Expanding our Jail SUD program by helping fund an additional MAT provider in the Jail
to allow for expansion of participation in the SUD program and to help with transitioning
participants into treatment once they are exited from Jail.
*The Lewis County CJTA Panel will review and revise this work plan as needed in order to best serve the Lewis
County population impacted through CJTA funding based off of legislative requirements and community needs.
