2021-11-02 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes November 2, 2021 Present: Commissioner Pollock, Commissioner Swope Recorder: Rieva Lester Commissioner Pollock called the meeting to order at 10:11 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT Frank Dipola discussed safety concerns regarding the intersection of Scheuber Road and Whitney Boulevard in Chehalis. He said he believes the area should be a no-passing zone. NOTICE ITEMS Commissioner Swope made a motion to approve Resolutions 21-379 and 21-380. Commissioner Pollock seconded. Resolution 21-379: Lewis County preliminary budget for 2022,and notice of public meeting thereon. An informational meeting will take place in the Commissioners' Hearing Room at 5:30 p.m. Nov. 23. Hearings will take place in the Commissioners' Hearing Room at or after 10 a.m. Dec.6. Budget Services Manager Becky Butler discussed the resolution. She said the county will hold an informational meeting about the budget at 5:30 p.m. Nov. 23 and that the county will adopt the budget Dec. 6. Resolution 21-380: Issuing a request for proposals(RFP)for the production of the 2022 Lewis County Rodeo on Saturday,August 20th during the Southwest Washington Fair. Proposals are due by 4 p.m. Dec. 28. Parks and Recreation Director Connie Riker discussed the resolution.She said the county would like nine rodeo events in addition to mutton busting. Motion passed 2-0. 1 CONSENT ITEMS Commissioner Swope made a motion to approve minutes from the October 26,2021 Business Meeting as well as Resolution 21-381. Commissioner Pollock seconded. Resolution 21-381:Approval of warrants/claims against the various county departments. Chief accountant Grace Jimenez, representing the Auditor's Office, said warrants numbered 847,876 through 847,961 and 847,963 through 848,150 as well as direct disbursements numbered 3972, 3974 through 3976, 3998 through 4001,4006 through 4010,4013 through 4015,4017,4018,4020 through 4023,4026 through 4028,4030,4041,4042,4046,4048,4062,4080,4057 through 4059 and 4085 were issued in October for payments against the county totaling$4,261,451.76. She said payroll/tax deposit warrants numbered 795,865 through 795,868 and Automatic Deposits numbered 32,121 through 32,707 also were approved for payments against the county totaling$1,109,282.88.Grace noted a skip in sequence for warrants 847,826 through 847,875 and 847,962,which were issued on behalf of Special Purpose Districts. Motion passed 2-0. HEARINGS Resolution 21-382:Approve a franchise to Larson Dairy LLC to install,construct,operate and maintain water facilities in Lewis County road rights of way. Commissioner Pollock introduced the hearing. Real Estate Services Manager Martin Roy gave the staff report. He said the dairy has facilities in and across Coughlin Road in Onalaska. He said notice of the hearing was published in The Chronicle on Oct. 14 and 21. He noted that the five-year franchise is for water line facilities. Commissioner Pollock asked if there were any questions.There were no questions. Commissioner Pollock then closed the question-and-answer portion of the hearing. Martin asked that his previous comments be adopted into the record. Commissioner Pollock asked if anyone wanted to speak for or against the resolution. No one chose to speak. Commissioner Pollock closed the hearing. Commissioner Swope made a motion to approve Resolution 21-382. Commissioner Pollock seconded. Motion passed 2-0. 2 Resolution 21-383:Approve a franchise to Boistfort Valley Water to install,construct,operate and maintain water facilities in Lewis County road rights of way. Commissioner Pollock introduced the hearing. Real Estate Services Manager Martin Roy gave the staff report. He said notice of the hearing was published in The Chronicle on Oct. 14 and 21. Martin noted that the five-year franchise consolidates already existing franchises. Commissioner Pollock asked if there were any questions. Treasurer Arny Davis asked the costs associated with the franchises. Martin said processing each franchise costs the county$250, plus recording fees and other document fees.Arny thanked the county for its cost-saving efforts. He also cautioned that state and federal help is needed if the small water systems are to survive. Commissioner Pollock then closed the question-and-answer portion of the hearing. Martin asked that his previous comments be adopted into the record. Commissioner Pollock asked if anyone wanted to speak for or against the resolution. No one chose to speak. Commissioner Pollock closed the hearing. Commissioner Swope made a motion to approve Resolution 21-383. Commissioner Pollock seconded. Motion passed 2-0. COVI D-19 No updates. ANNOUNCEMENTS Commissioner Pollock reminded the group of the 8 p.m. deadline for later in the day. Becky Butler said the county has launched an American Rescue Plan Act (ARPA) survey. She said results of the survey will be available in January. PRESS CONFERENCE Chronicle reporter Eric Rosane asked what the commissioners are considering as they look to fill the vacancy created by Commissioner Stamper's untimely death.The commissioners said they have not yet 3 had a chance to deliberate about the seat. Commissioner Pollock said they will make a decision about the appointment by Nov. 29.
