Present: Commissioner Pollock, Commissioner Swope
Recorder: Rieva Lester
Commissioner Pollock called the meeting to order at 10:03 a.m., determined a quorum and then
proceeded with the flag salute.
PUBLIC COMMENT
Rieva Lester read into the record a statement sent in by Kyle Wheeler regarding Commissioner Swope.
Frank Corbin thanked the commissioners for their plan to pass a proclamation in honor of Veterans Day.
LODGING TAX ADVISORY COMMITTEE
Lodging Tax Advisory Committee(LTAC)volunteer Harry Bhagwandin said the LTAC members are
requesting that the commissioners increase their 2022 lodging tax allotment by$50,000 and to earmark
that additional$50,000 for the Cispus Learning Center.
Commissioner Swope commended the committee's work on the funding suggestions, and Commissioner
Pollock echoed his sentiments.
The commissioners provided preliminary approval of the LTAC members' recommendations for 2022
allocations, including the additional $50,000 for Cispus, and directed staff to proceed with agreements
that reflect the preliminarily approved amounts.
PRESENTATION
Commissioner Pollock made a motion to approve two proclamations, one in honor of Veterans Day
and the other in honor of National Adoption Day. Commissioner Swope seconded.
Proclamation: Recognizing November 11,2021,as Veterans Day.
Public Health and Social Services Veterans Community Outreach Worker Heidi Palmer read the
proclamation into the record. She and Frank Corbin thanked the commissioners for their work on behalf
of veterans.

Commissioner Pollock read the proclamation into the record.
Motion passed 2-0.
NOTICE ITEMS
Commissioner Swope made a motion to approve Resolutions 21-384 and 21-385. Commissioner
Pollock seconded.
Resolution 21-384: Notice of Public Hearing for the proposed 2022 Annual Construction Program (ACP)
and Six-Year Transportation Improvement Program (TIP)for the years 2022-2027.The hearing will
take place in the Commissioners' Hearing Room at or after 10 a.m. Nov. 23, 2021.
Public Works Director Josh Metcalf discussed the resolution. He said the hearing will take place in
November.
Resolution 21-385: Notice of joint public hearing to approve and adopt the 2021 Comprehensive Flood
Hazard Management Plan.The hearing will take place in the Commissioners' Hearing Room at or after
10 a.m. Nov. 30, 2021.
County Manager Erik Martin discussed the resolution. He said the hearing will be a joint hearing of the
Chehalis River Basin Flood Control Zone District (Flood District) and the Lewis County Board of County
Commissioners.
Motion passed 2-0.
CONSENT ITEMS
Commissioner Swope made a motion to approve minutes from the November 2,2021, Business
Meeting as well as Resolution 21-386. Commissioner Pollock seconded.
Resolution 21-386:Approval of warrants/claims against the various county departments.
Chief Accountant Grace Jimenez, representing the Auditor's Office, said warrants numbered 848,160
through 848,320 were issued in October/ November for payments against the county totaling

$669,534.71. Grace noted a skip in sequence for warrants 848,151 through 848,159, which were issued
on behalf of Special Purpose Districts.
Motion passed 2-0.
DELIBERATION ITEMS
Commissioner Swope made a motion to approve Resolutions 21-387 through 21-394. Commissioner
Pollock seconded.
Resolution 21-387: Approve an agreement between the Washington State Military Department and
Lewis County Communications for FFY 2021 State Homeland Security Grant Program (21SHGP)funding
assistance.
County Manager Erik Martin discussed the resolution. He said the $32,508 grant covers operations.
Resolution 21-388, Reappoint Lorie Spogen and Bob Russell to the Lewis County Planning Commission.
Senior Long Range Planner Mindy Brooks discussed the resolution. She said Lori will fill her second full
term and that Bob will serve his first full term.
Resolution 21-389 Approve Criminal Justice Treatment Account Work Plan between Lewis County and
Health Care Authority.
Public Health and Social Services Community Health Services&Contracts Coordinator Alison Puckett
discussed the resolution. She said the Criminal Justice Treatment Account panel has identified funding
priorities and that the plan will cover services for individuals whose treatment costs are not covered by
Medicaid.
Resolution 21-390:Approve an amendment to an Interagency Agreement with Washington State
Department of Transportation (WSDOT) regarding use of radio communication sites and authorize
signatures thereon.
Real Estate Services Manager Martin Roy discussed the resolution. He said the agreement with the
state Department of Transportation will allow the continued shared use of various radio sites
throughout the county.
Resolution 21-391 Approve a supplemental agreement that cumulatively increases a maximum
amount payable in 2021 by more than$200,000 for an active Public Works agreement.

Public Works Director Josh Metcalf discussed the resolution. He said resolution extends the amount for
the county's agreement with Landau Associates for on-call geotechnical services.
Resolution 21-392:Appoint two individuals to the East Lewis County Public Development Authority
(ELCPDA)Board of Directors.
County Manager Erik Martin discussed the resolution. He said the resolution appoints Fred Morton and
Hazelanna McMahan to the East Lewis County Public Development Authority Board of Directors.
Resolution 21-393:Accept an agreement between Lewis County and Washington State Military
Department for the FEMA Emergency Management Performance Grant and authorize signatures
thereon.
Emergency Management Planner Erika Katt discussed the resolution. She said the agreement provides
funds for program enhancements that are outside the regular budget.
Resolution 21-394:Approve Defense and Indemnity for Sheriff Robert Snaza and his marital
community,and for Chief Deputy Kevin Engelbertson and his marital community, if any.
HR Director Chris Panush discussed the resolution. He said the resolution would provide defense and
indemnity in response to litigation.
Motion passed 2-0.

Peter Lahmann invited the commissioners and the public to open houses and other events taking place
in honor of Veterans Day.
