APPOINT ROGER MORNINGSTAR AS A REGULAR
MEMBER OF THE VETERANS' ADVISORY BOARD
(VAB) THROUGH JUNE 30, 2022
WHEREAS, the Lewis County Board of County Commissioners (BOCC) established
the Lewis County Veterans' Advisory Board (VAB) via Resolution 06-189; and
WHEREAS, membership on the VAB is comprised of seven regular members and
two alternate members; and
WHEREAS, a member of the VAB, Marie Shankle, has stepped down, creating a
vacancy; and
WHEREAS, Roger Morningstar of Morton has expressed an interest and a
willingness to serve.
NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners that
Roger Morningstar be appointed as a regular member on the Veterans' Advisory
Board effective immediately for the term expiring on June 30, 2022.
DONE IN OPEN SESSION this 30th day of November, 2021.

Advisory Board as a new voting member.

Heidi let the board know she hasn't seen any clients at the jail. She

Roger Morningstar through drug court is very interested in starting up a Veteran Court
program in our county. Heidi is in connection with Thurston County
and will be attending a few of their sessions to see what the process is
like, get some financial information. She will also be helping the
Veteran get connected with the correct people to get it started.
4—Overview of Service Organization Meeting
We talked about how the earlier meeting went. We had 1 individual
come, Bob Brumstrom from the Marine Corps League Detachment
1119. George mentioned that we may do better if we attend meetings
and introduce ourselves and the VRF.
5—Veteran's Day Event
A question was brought up to the board, did the board agree to give a
challenge coin to the county commissioners. Challenge coins are given
to military members, Veterans, and civilians who serve and go above
and beyond for Veterans. There was discussion that the BOCC only
does what they are legally bound to. Several board members felt the
same way which brought on the vote of who received and did not
receive the VAB challenge coins. Rico made a motion that Veterans
who have a Honorable or General Under Honorable Conditions
discharge can receive a challenge coin, others can receive a coin after
the VAB votes. Bill second the motion. The motion passed.
6 - Roger Morningstar Application
Roger Morningstar submitted his application to be accepted onto the
VAB. Roger told the board a bit about himself and his military
experience. The board discussed Roger's application. Bill made a
motion to accept Roger's application to the VAB. Ken second the
motion. Motion passed.
7 - Board Service Time Extension
A question was presented to the VAB. Due to the lack of individuals
wanting to participate in the VAB, does the board want to request
changing the number of terms a board member can serve from 3 to 4
for? The board discussed the matter and decided it would be a good
idea. We can always change it back if we need to. Frank made the
motion to change the number of service terms from 3 to 4. Bill second
the motion. Motion approved.
8—Holiday Meals
We talked about the holiday meal plan. Heidi let the board know she
had sent an email with a possible date of December 11th but needed a
time. Board members voted that a lunch would be better, 12-3. The
board will be there to assist The Moose Lodge to set up and serve.
Heidi is going to chat with Timothy White to get expectations written
down.

The Veterans' Advisory Board was organized per Resolution 06-189. Per Lewis County Veterans
Advisory Board bylaws, membership on the Board comprises of no less than seven regular
members and two alternate members.
The VAB is requesting that the BOCC appoint Roger Morningstar to the unexpired term vacated by
Marie Shankle, who resigned April 6, 2021.
This would leave two alternate positions will be filled after further recruiting.
