Business Meeting minutes
December 7, 2021
Present: Commissioner Pollock, Commissioner Swope, Commissioner Grose

Commissioner Pollock called the meeting to order at 10 a.m., determined a quorum and then proceeded
with the flag salute.
PUBLIC COMMENT
Bob Guenther discussed an update University of Washington Professor Rick Gustafson gave Dec. 6
regarding efforts to create a biorefinery in Lewis County.
PRESENTATION
Commissioner Swope made a motion to approve a proclamation recognizing December 7,2021, as
National Pearl Harbor Remembrance Day. Commissioner Grose seconded.
Proclamation: Recognize December 7, 2021, as National Pearl Harbor Remembrance Day.
Colonel Ron Averill read the proclamation into the record.
Motion passed 3-0.
CONSENT ITEMS
Commissioner Grose made a motion to approve minutes from the December 7, 2021, Business Meeting
as well as Resolution 21-426. Commissioner Swope seconded.
Resolution 21-426: Approval of warrants/ payroll.
Chief accountant Grace Jimenez, representing the Auditor's Office, said warrants 849,024 through
849,183 as well as direct disbursements numbered 3684, 3726, 3805, 3868, 3976, 4012, 4026, 4029,
4045,4060, 4081,4082,4084, 4086, 4110-4112,4128 through 4134, 4142, 4143, 4145 through 4152,

4155,4162,4163,4170 through 4172,4180,4184,4197,4214 through 4217,4219 and 4220 were
issued in November and December for payments against the county totaling$1,644,028.17. Grace noted
a skip in sequence for warrants 849,002 through 849,023,which were issued on behalf of Special
Purpose Districts.
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Swope made a motion to approve Resolutions 21-427 through 21-431. Commissioner
Grose seconded.
Resolution 21-427: Reappoint one returning member to the Southwest Washington Fair Advisory
Commission.
Parks and Events Director Connie Riker discussed the resolution.She said she would like to have Edna
Fund fill a full term on the Fair Advisory Commission.
Resolution 21-428: Ratify a consulting agreement with Prothman for professional recruitment services
for the 911 Communications Director.
HR Director Chris Panush discussed the resolution. He said the county is using Prothman to conduct a
search for a 911 Communications Director.
Resolution 21-429:Acceptance of an agreement between the Lewis County Sheriff's Office and Trinity
Services Group.
Chief Chris Sweet discussed the resolution. Chris said the Sheriff's Office is severing a 20-year
agreement with a company for kitchen services. He said the county will contract with Trinity Services
Group to provide kitchen services for jail inmates.
Resolution 21-430: Establish a Technology Replacement Policy.
Internal Services Director Steve Wohld discussed the resolution. He said the policy will allow the county
to identify and respond to current and future technology needs.She said the policy identifies a need for
a separate fund to account for revenue and expenditures related to approved technology replacement
projects.
Resolution 21-431: Establish the Capital Projects Fund:Technology Replacement Fund No.3350.

Chief accountant Grace Jimenez discussed the resolution. She said Fund No. 3350 is being established to
reflect the new Technology Replacement Policy outlined in Resolution 21-430.
Motion passed 3-0.
HEARINGS
Ordinance 1331: Repeal and replace Chapter 03.30, Management and Disposition of Property,of the
Lewis County Code.
Commissioner Pollock introduced the hearing.
Capital Projects Manager Doug Carey gave the staff report. He said the original code was created in 1996
and amended in 2005. He said the outlined procedures have become outdated due to technology and
organizational changes. Doug said the proposed ordinance streamlines the procedures used to manage
and dispose of property. He noted that the changes allow for property to be listed with brokers, revises
surplus schedules and broadens the number of individuals who have authority to declare items as
surplus.
Commissioner Pollock asked if there were any questions.There were no questions.
Commissioner Pollock then closed the question-and-answer portion of the hearing.
Doug asked that his previous comments be adopted into the record.
Commissioner Pollock asked if anyone wanted to speak for or against the resolution.
No one chose to speak.
Commissioner Pollock closed the hearing.
Commissioner Grose made a motion to approve Ordinance 1311. Commissioner Swope seconded.
Motion passed 3-0.
COVID-19
John Abplanalp said Public Health and Social Services will provide an update Dec.8.
ANNOUNCEMENTS
Commissioner Pollock said the courts praised the efforts of Neil Hoium.
Peter Lahmann said the Lighted Tractor Parade is scheduled for 6 p.m. Dec. 11 in Centralia.
