APPROVE AMENDMENT A #HRCES2023-A
BETWEEN LEWIS COUNTY AND HOUSING
RESOURCE CENTER TO PROVIDE YEAR-ROUND
EMERGENCY SHELTER SERVICES
WHEREAS, the Lewis County Board of County Commissioners (BOCC) has
reviewed Amendment #HRCES2023-A with Housing Resource Center (HRC) to
increase the daily bed rate from $20 to $30, update the language in the "Recitals"
section of the MOU, and update Exhibit B language from "up to 15 occupied beds"
to "up to 16 occupied beds"; and
WHEREAS, these services provide year-round emergency shelter to individuals
who are literally or at imminent risk of homelessness in Lewis County; and
WHEREAS, this amendment will be effective December 1, 2021, through May 31,
2022; and
WHEREAS, it appears to be in the best public interest to authorize the execution
of said contract.
NOW THEREFORE BE IT RESOLVED that Amendment #HRCES2023-A between
Lewis County and HRC to increase the daily bed rate from $20 to $30, update the
language in the "Recitals" section of the MOU, and update Exhibit B language
from "up to 15 occupied beds" to "up to 16 occupied beds" for emergency shelter
services from December 1, 2021, through May 31, 2022, is hereby approved, and
the Director of Public Health & Social Services is authorized to sign the same.

Between the Housing Resource Center and
Lewis County Public Health & Social Services
Description
This MOU is between Lewis County Public Health & Social Services and The
Housing Resource Center to provide year round emergency shelter services to
persons who are literally or at imminent risk of homelessness in Lewis County. The
COVID-19 Outbreak reduced the number of year round emergency shelter bed
units available in Lewis County, due to spacing requirements. These funds are to
provide up to 16 shelter beds to replace those beds lost and increase capacity. This
programs is county wide, working in conjunction with coordinated entry, with the
goal of bring unsheltered persons inside and to exit to positive outcomes quickly.

Purpose
The purpose of this amendment is to:
• Update language in the `Recitals' section of MOU Housing Resource Center
The need to amend is driven by the need to remove the fourth"Whereas"paragraph from the
recitals due to the Lewis County Board of County Commissioners declaring an end to the
emergency declaration. The fourth recital: "WHEREAS, on March 13, 2020, the Lewis County
Board of County Commissioners declared a present emergency which necessitates activation of
the Lewis County Comprehensive Emergency Management Plan(CEMP) and utilization of
emergency powers granted pursuant to RCW 36.40.180 and RCW 38.52.070(2); and"is hereby
removed from the Recitals section of the contract.
• Increase $20 per bed daily rate to $30 per bed daily rate.
• Update Exhibit B language from "up to 15 occupied beds" to "up to 16 occupied
beds"
It is mutually agreed, therefore, that the budget of MOU HRCES2023 is hereby amended as
