IN THE MATTER OF: RESOLUTION NO. 21-437
APPROVE MEMORANDUM OF UNDERSTANDING
(MOU) AMENDMENT E BETWEEN HOUSING
RESOURCES CENTER AND LEWIS COUNTY
WHEREAS, the Lewis County Board of County Commissioners (BOCC) has
reviewed MOU #Housing Resource Center COVID-19E between Lewis County and
The Housing Resource Center to perform services for hoteling Lewis County
individuals who are homeless or unable to isolate or quarantine in their own
homes following a positive COVID-19 test and/or contact with individuals known to
be infected with the COVID-19 virus; and
WHEREAS, the original MOU was approved via Res. 20-170 on May 26, 2020.
Subsequent amendments have increased the MOU amount passed the monetary
threshold established in Res. 21-038, and this is now required to be presented to
the BOCC for approval; and
WHEREAS, this purpose of this amendment is to update language in the
Preamble of the MOU, removing the fourth "Whereas" paragraph from the recitals
due to the Lewis County Board of County Commissioners declaring an end to the
emergency declaration; and
WHEREAS, the next purpose of this amendment is to extend the agreement
through June 30, 2022; and
WHEREAS, the final purpose of this amendment is to add additional funding in
the amount of $70,000, increasing the total funding of the MOU to $255,000; and
WHEREAS, this amendment will be effective April 1, 2021, through June 30,
2022; and
WHEREAS, it appears to be in the best public interest to authorize the execution
of said contract for Lewis County.
NOW THEREFORE BE IT RESOLVED that Memorandum of Understanding
Amendment #Housing Resource Center COVID-19E between Housing Resource
Center and Lewis County to update language to the contract preamble, add
$70,000 for a new budget total of $255,000, and extend the term through June
30, 2022, is hereby approved, and the Director of Public Health & Social Services
is authorized to sign the same.

Purpose
The purpose of this amendment is to:
• Update language in the `Recitals' section of MOU Housing Resource Center
COVID-19
The need to amend is driven by the need to remove the fourth"Whereas"paragraph from the
recitals due to the Lewis County Board of County Commissioners declaring an end to the
emergency declaration. The fourth recital: "WHEREAS, on March 13, 2020, the Lewis County
Board of County Commissioners declared a present emergency which necessitates activation of
the Lewis County Comprehensive Emergency Management Plan(CEMP) and utilization of
emergency powers granted pursuant to RCW 36.40.180 and RCW 38.52.070(2); and" is hereby
removed from the Recitals section of the contract.
• Extend the term of the agreement through June 30th, 2022
The need to amend is driven by continued need for services through June 30th, 2022. Therefore,
the term of this MOU is hereby amended to commence on April 1, 2020 and terminate on June
30th, 2022.
• Add $70,000 in funds,for a new total budget of$255,000
The need to amend is driven by the need for additional funds in the amount of$70,000 to
support anticipated services through June 30th, 2022. These funds will be used for Hoteling and
Administration costs for individual isolation rooms for persons who are not medically fragile
AND do not have a place to shelter in Lewis County AND are in isolation and/or quarantine due
to COVID-19 positive test results and/or contact with individuals known to be infected by the
COVID-19 virus. Due to grantor funding requirements, Administration costs cannot exceed 10%
of the costs for rooms secured.

Amendment EXHIBIT A:
1. Recitals
WHEREAS, COVID-19, a respiratory disease that can result in serious illness or death, is caused
by the SARS-CoV-2 virus, which is a new strain of coronavirus that had not been previously
identified in humans and can easily spread from person to person; and
WHEREAS, on January 31, 2020, the United States Department of Health and Human Services
Secretary Alex Azar declared a public health emergency for COVID-19,beginning January 27,
2020; and
WHEREAS, on February 29, 2020, Washington Governor Jay Inslee declared a state of
emergency in response to the continued and growing threat presented by COVID-19; and
WHEREAS, it is in the best interest if Lewis County to work with local organizations and
businesses to coordinate acquiring necessary supplies for prevention, detection, treatment, and
eradication of COVID-19; and
WHEREAS, Lewis County has applied for and been approved to receive funding to pay for
provision of these services by HRC in order to protect and restore the public health of Lewis
County; and
WHEREAS, the parties agree to proceed as outlined herein and enter into this Memorandum of
Understanding as a voluntary and mutually beneficial understanding.

1. Statement of Work and Reporting Requirements
The purpose of this Statement of Work is to detail the work to be performed by Housing Resource
Center and the methods and content for reporting progress by HRC in fulfilling all duties
encompassed in this MOU.
The term of this MOU shall commence on April 1st, 2020 and terminate on June 30th, 2022.
HRC shall administer funds awarded hereunder, to support a variety of activities and services to:
