APPROVE AMENDMENT A BETWEEN LEWIS
COUNTY AND THE DEPARTMENT OF COMMERCE
(DOC) TO ADD FUNDS TO THE EMERGENCY
RENT ASSISTANCE PROGRAM 2.0 (ERAP 2.0) IN
THE AMOUNT OF $2,773,782
WHEREAS, the Lewis County Board of County Commissioners (BOCC) has
reviewed Agreement #21-4619C-116 Amendment A with the Department of
Commerce (DOC) to add funds in the amount of $2,773,782 to the Emergency
Rent Assistance Program 2.0 (ERAP 2.0); and
WHEREAS, this funding was re-obligated by the DOC from the Treasury Rent
Assistance Program (T-RAP) project grant, which ended October 15, 2021; and
WHEREAS, a new contract total of $9,278,841 will be awarded from October 1,
2021, through June 30, 2023; and
WHEREAS, it appears to be in the best public interest to authorize the execution
of said contract.
NOW THEREFORE BE IT RESOLVED that Agreement #21-4619C-116
Amendment A between Lewis County and DOC to add funds in the amount of
$2,773,782 to the ERAP 2.0 grant establishing a new contract total of $9,278,841
to be awarded October 1, 2021, through June 30, 2023, is hereby approved and
the Director of Public Health & Social Services is authorized to sign the same.

Description
The Washington State Department of Commerce, through the housing assistance
unit Eviction Rental Assistance Program grant, has awarded special funds through
American Rescue Plan Act of 2021, Coronavirus State Fiscal Recovery Fund,
CFDA 21.027. The Emergency Rent Assistance Program 2.0 (ERAP 2.0) grant is
part of Washington State's response to the COVID-19 disaster, intended to prevent
evictions that would contribute to the spread of the virus by paying past due and
future rent and utilities, targeting limited resources to those who have a missed or
partially paid rent payment since March 1, 2020.
Lewis County will sub contract these funds to The Salvation Army and Equity
Institute for countywide services.
