2021-12-28 BOCC Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes December 28,2021 Present: Commissioner Pollock, Commissioner Swope,Commissioner Grose Recorder: Rieva Lester Commissioner Pollock called the meeting to order at 10 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT Rieva Lester noted that Kyle Wheeler had submitted written comment that was being added to the record. NOTICE ITEM Commissioner Swope made a motion to approve Resolution 21-459. Commissioner Grose seconded. Resolution 21-459: Notice of hearing for Lewis County 2021 budget emergency and supplemental appropriations to and transfers within current expense and various funds.The hearing will take place in the Commissioners' Hearing Room at or after 10 a.m.Tuesday,Jan. 11,2022. Clerk of the Board Rieva Lester and County Manager Erik Martin discussed the resolution. Rieva said the amendment reflects additional expenditures totaling$200,000 and additional revenues totaling $200,000 and that the hearing would take place at or after 10 a.m.Jan. 11,2022. Erik noted that the amounts in the notice are subject to change. Motion passed 3-0. CONSENT ITEMS Commissioner Grose made a motion to approve minutes from the December 21,2021, Business Meeting as well as Resolution 21-460. Commissioner Swope seconded. Resolution 21-460:Approval of warrants/claims against the various county departments. 1 Chief accountant Grace Jimenez, representing the Auditor's Office,said warrants 849,785 through 849,815 and 849,837 through 849,986 were issued in December for payment against the county totaling $1,183,228.00.She said payroll/tax deposit warrant numbered 795,880 and Automatic Deposits numbered 34,457 through 35,045 also were approved for payments against the county totaling $1,110,906.73.Grace noted a skip in sequence for warrants 849,740 through 849,784 and 849,816 through 849,836,which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Swope made a motion to approve Resolutions 21-461 through 21-466. Commissioner Grose seconded. Resolution 21-461: Ratify a consultant agreement with Northwest Hydraulic Consultants Inc.for On- Call Annual Hydrologic, Hydraulic and Geomorphic services in Lewis County. Public Works Director Josh Metcalf discussed the resolution. He said the annual contract totals no more than $100,000. Resolution 21-462: Reappoint four full-time members to the Lewis County Dangerous Animal Designation (DAD) Board. Public Director and Social Services Director JP Anderson discussed the resolution. He said the four members—Elsista Ridings, Charles R. Snipes,April Hoyt and Kevin T. Nelson—each will serve an additional three-year term. Resolution 21-463:Approving Amendment A between Lewis County and the Department of Commerce to provide Treasury Rent Assistance Program funds through the Housing Assistance Unit. Public Director and Social Services Director JP Anderson discussed the resolution. He said the funding will help pay rent and utilities. Resolution 21-464:Approve Amendment A between Lewis County and the Department of Commerce (DOC)to add funds to the Emergency Rent Assistance Program 2.0(ERAP 2.0)in the amount of $2,773,782. Public Director and Social Services Director JP Anderson discussed the resolution. He said the agreement adds$2,773,782 in funding to help with the rental assistance program created in response to the pandemic. 2 Resolution 21-465:Approve a mileage rate change for Lewis County. Clerk of the Board Rieva Lester discussed the resolution. She said the Internal Revenue Service (IRS) has set the 2022 mileage reimbursement at 58.5 cents per mile, a 2.5-cent increase over the previous year. Resolution 21-466: Reappoint Bill Cavinder to the Civil Service Commission. Commissioner Pollock discussed the resolution. Motion passed 3-0. COVID-19 JP Anderson discussed recent Centers for Disease Control and Prevention (CDC)guidance regarding COVID-19 protocols. ANNOUNCEMENTS County Manager Erik Martin commended the efforts of Public Works crews. He and others complemented their efforts to keep Commissioner Swope made a motion to amend the day's Business Meeting agenda to include the inclement weather policy and potential building closures.Commissioner Grose seconded. Motion passed 3-0. The commissioners said they'd like to hold the Dec. 29, 2021,Civil Service interviews remotely if possible. Commissioner Swope made a motion to delay the opening of county buildings until 9 a.m. Dec. 29, 2021. Commissioner Grose seconded. Motion passed 3-0. Erik Martin said he has encouraged directors to be liberal with the granting of vacation use and to encourage remote work. PRESS CONFERENCE No questions.
