Eric Eisenberg introduced Barbara Russell, the new Civil DPA.
American Rescue Plan Act (ARPA), ecology and water banking
Eric said Ecology has a grant available for water banking. He noted that one-third of water rights secured
under the grant would have to go back to the stream. Eric said it appears water banking would be
eligible for funding under the American Rescue Plan Act (ARPA). If so, it’s possible the funding sources
could be used together.
RFP
Jonathan Meyer said his office issued an RFP for case management software. He said his office is moving
Quasi-judicial hearing
Amber Smith provided a recap of rules related to quasi-judicial matters, such as the upcoming YMCA
rezone.
Great Rivers Behavioral Health Administrative Services Organization (GRBHASO) and Involuntary
Treatment Act (ITA) funding
Eric said one-tenth of 1 percent funds have subsidized the ITA efforts in the past. He said a new contract
is being developed that will correct a billing issue, change the county’s per-case rate and pay the county
to make up for prior shortfalls. Eric said Superior Court signs the contract. The commissioners approved
allowing Superior Court to sign the contract. Becky Butler noted that the new contract includes a clause
for an annual review to reconcile.
Executive session
At 2:18 p.m., Commissioner Pollock announced that the Board would be going into executive session
under RCW 42.30.110(1)(i) for 5 minutes to discuss the McPeak litigation.
Executive session started at 2:19 p.m.
At 2:24 p.m., the Board extended executive session for 5 minutes.
Executive session ended at 2:29 p.m. Commissioner Pollock noted that no decisions had been made.
