Rieva Lester discussed a proclamation recognizing November 11, 2021, as Veterans Day. Josh Metcalf discussed a notice of hearing for the proposed 2022 Annual Construction Program (ACP) and Six-Year Transportation Improvement Program (TIP) for the years 2022-2027. Erik Martin discussed a notice of joint public hearing to approve and adopt the 2021 Comprehensive Flood Hazard Management Plan. Mindy Brooks discussed a resolution to reappoint of Lorie Spogen and Bob Russell to the Lewis County Planning Commission. JP Anderson discussed a resolution to approve a Criminal Justice Treatment Account Work Plan between Lewis County and Health Care Authority. Josh Metcalf discussed a resolution to approve an amendment to an Interagency Agreement with Washington State Department of Transportation (WSDOT) regarding use of radio communication sites and authorizing signatures thereon. Josh Metcalf discussed a resolution to approve a supplemental agreement that cumulatively increases a maximum amount payable in 2021 by more than $200,000 for an active Public Works agreement. Commissioner Swope and Rieva Lester discussed a resolution to appoint two individuals to the East Lewis County Public Development Authority (ELCPDA) Board of Directors. Erik Martin discussed a resolution to approve an agreement between the Washington State Military Department and Lewis County Communications for FFY 2021 State Homeland Security Grant Program (21SHGP) funding assistance. Erika Katt discussed a resolution to accept agreement between Lewis County and Washington State Military Department for the FEMA Emergency Management Performance Grant and authorizing signatures thereon. COVID-19 JP Anderson reviewed data from the most recent weekly COVID-19 update. Commissioner Swope made a motion to move two presentations, two notice items, two consent items and seven deliberation items to the Tuesday, Nov. 9, 2021, BOCC agenda. Commissioner Pollock seconded the motion. Motion passed 2-0. Late add Rieva Lester noted that Risk would have a late resolution to provide defense and indemnity for Sheriff Snaza and Chief Kevin Engelbertson. Announcements Lee Napier said she would attend the Fire Commissioners’ Meeting later in the day. She discussed an upcoming resolution regarding a transmittal request for the Packwood insurance maps. JP Anderson thanked staff for their efforts to open the local Cold Weather shelter. Doug Carey said the demo project is wrapping up. Becky Butler said final rates are due Nov. 8. She noted that HR has issued a request that could affect everyone else’s rates. Becky said offices and departments have until Nov. 30 to provide information to Open Gov. Connie Riker said a fair thank you event will take place Jan. 27. She said the county’s consultant presented its findings about the fair the previous day. She said playground equipment will be installed at Schaefer Park. Wednesday Workshop Commissioner District 3 vacancy Commissioner Swope made a motion to appoint Lee Grose to the District 3 vacancy and to have Lee sworn in on Nov. 17. Commissioner Pollock seconded. Motion passed 2-0. Meeting ended at 9:38 a.m.
