Water-Sewer District 2: Andrew Logerwell noted that there apparently had been audio / video
problems with the previous week’s PA Update. He asked that the commissioners restate their motion
from Nov. 26.
Commissioner Swope made a motion to approve the negotiation strategy discussed during executive
session regarding ongoing talks with Water-Sewer District 2.
Commissioner Grose seconded.
Motion passed 3-0.
Veterinarian services at the Animal Shelter: John Abplanalp said Public Health and Social Services
(PHSS) would like to issue a request for proposals (RFP) for veterinarian services at the animal shelter.
The commissioners said they support issuing the RFP.
Animal Shelter operations: John said PHSS would like to put out an RFP to have a non-governmental
entity to take over operations of the animal shelter. The commissioners said they support issuing the
RFP. John said staffing would need to be addressed if an outside entity took over operations of the
Animal Shelter.
Broadband, including letter of support: Eric Eisenberg said there is a proposal for Lewis County to
secure $23.5 million in grant funds, which it would use to lay the groundwork for broadband in Winlock.
He said ToledoTel would run and maintain broadband in Winlock. He said ToledoTel would have
exclusive rights for the first three years and then would offer wholesale rates. Eric said ToledoTel would
have the option to purchase the infrastructure from Lewis County after 25 years. Eric and Becky Butler
noted that the county would need to sign the contract Nov. 29.
Veterans Advisory Board (VAB) vacancy: Heidi Palmer said the Veterans Advisory Board (VAB) has
received an application from Roger Morningstar, who is volunteering to fill a vacancy on the board. The
commissioners approved moving forward with the appointment.
2022 proclamations: The commissioners reviewed the list of proposed proclamations for 2022.
2022 rent memo regarding Public Services Building: The commissioners approved setting the 2022
rental rates at the same level as 2021.
Boards and committees: The commissioners said they would further review their 2021 list Nov. 24.
Calendars: Commissioner Grose noted he has a soil conservation meeting scheduled for 2 p.m. Nov. 23.
TransAlta / IPAT lands: Commissioner Swope said there will be an update during the next PA’s Update.
Minute folders: Commissioner Swope made a motion to approve the minute folders for the weeks of:
• Oct. 25
• Nov. 1
Commissioner Grose seconded.
Motion passed 3-0.
Announcements: Eric Eisenberg said he was unable to attend the previous week’s Directors’ Update. He
said he is available to answer questions about the Nov. 23 resolution related to the Blake decision if
needed.
