Becky Butler discussed a notice of hearing for the Lewis County 2021 budget emergency and
supplemental appropriations to and transfers within current expense and various funds.
Erik Martin and Rieva Lester discussed a notice of hearing for two public hearings regarding proposed
changes to Lewis County commissioner district and precinct boundaries.
Meja Handlen discussed a resolution to appoint Roger Morningstar as a regular member of the
Veterans’ Advisory Board (VAB).
Lee Napier discussed a resolution to approve Amendment 16 between Washington State Recreation and
Conservation Office and Lewis County, acting as Fiscal Agent for the Chehalis River Basin Flood
Authority.
Lee Napier discussed a resolution to approve an Eleventh Supplement Agreement between SBGH
Partners, LLC and Lewis County.
Lee Napier discussed a resolution to approve the water system plan for Boistfort Valley Water.
Erik Martin discussed a resolution to list the bids received and contractor selected for the Lewis County
2022 Rock Proposal.
Rieva Lester discussed a resolution to appoint Brian Ballton to the Public Facilities District (PFD) Board of
Directors.
Erik Martin discussed a joint hearing to approve and adopt the 2021 Comprehensive Flood Hazard
Management Plan (CFHMP).
Commissioner Swope made a motion to move two notice items, two consent items, six deliberation
items and one hearing to the Tuesday, Nov. 30, 2021, BOCC agenda.
Commissioner Grose seconded the motion.
Motion passed 3-0.
Announcements
Meja Handlen said a new free, drive-through COVID-19 testing site has opened at the old Sears building.
Meja said the PCR tests are accepted for concerts and other events.
Becky reminded the staff and the public to participate in the Polco survey about how the county should
allocate its American Rescue Plan Act (ARPA) funds.
COVID-19
Meja Handlen said the number of COVID-19 cases and deaths in Lewis County have decreased in the
most recent reporting week.
Legislative Roundtable
The commissioners discussed topics planned for the Nov. 30 Legislative Roundtable. They considered
adding a discussion about the state’s cap on Transportation Improvement Project (TIP) money, but they
opted to reach out to the Washington Association of Counties before doing so.
The commissioners reviewed their calendars.
