2021-11-29 County Manager UpdateCounty Manager Update November 29, 2021 11 a.m. Present: Commissioner Pollock, Commissioner Grose, County Manager Erik Martin, Becky Butler, Steve Wohld, Lara McRea, Chris Panush, Connie Riker, Austin Majors, Josh Metcalf, Katie Conradi, Tiffanie Morgan Guests: Eric Rosane, Nic Scott Recorder: Rieva Lester Budget Becky said she submitted levy and tax information to the Assessors’ Office. She said the resolutions for the levies and taxes will be completed by Dec. 1. Becky noted that Parks maintenance will move from Facilities to the Fairgrounds in 2022. Erik Martin discussed setting aside funding for strategic planning in 2022. Becky noted that she has made a job offer regarding a vacancy in her department. Public Works / DEM Surplus property: Erik said the county has been asked to surplus a piece of property along Louisiana and Airport roads. He said it’s unclear why the county owns it – such as whether is was a sliver leftover from a parent parcel, etc. Erik noted that the city of Chehalis maintains the levee, which it accesses from the county-owned property. He said the county could create a resource parcel, so it could transfer ownership of the levee right of way to the city. He said he would direct Public Works to continue moving forward with the project. DEM: Josh noted that DEM is working on a countywide evacuation plan for the county’s downtown buildings. Flood Control Zone District Flood Control Zone District: Erik explained how the Flood Control Zone Districts operate. He outlined the update he will provide to the state lawmakers during the Nov. 30 Legislative Roundtable. Erik discussed a Nov. 10 meeting the group held with the Quinault Indian tribe. Announcements Parks project: Steve Wohld outlined plans for the Parks Playground Improvement Project, for which capital funds from real estate excise taxes would be used: • Schaefer Park: Add a play structure, a fitness center, swings (with an infant swing and an ADA- accessible swing), a teeter totter and bouncy toys on springs. • South County Park in Toledo: Add two play structures, a fitness center, swings (with an infant swing and an ADA-accessible swing), a teeter totter and bouncy toys on springs. • Rose Park outside Adna: Add a play structure, a fitness center, swings (with an infant swing and an ADA-accessible swing), a teeter totter and bouncy toys on springs. Park will keep some of the original equipment that was installed in the 1990s. • Fairgrounds: Add bouncy toys on springs for the Kids Raceway. Steve said the county is looking at using year-round park hosts at its various parks. Steve said the equipment will cost roughly $150,000, not including installation. Commissioner Pollock and Commissioner Grose said they support the project. Steve noted that the project would come before the commissioners via resolution in the future.
