2021-12-01 Directors UpdateDirectors’ Update December 1, 2021 9 a.m. Present: Commissioner Pollock, Commissioner Swope, Commissioner Grose, County Manager Erik Martin, Steve Wohld, JP Anderson, Becky Butler, Chief Chris Sweet, Chris Panush, Connie Riker, Matt Jaeger, Doug Carey, Austin Majors, Matt Patana, Grace Jimenez, Daleyn Coleman, Alison Puckett, Heidi Palmer, Josh Metcalf, Katie Conradi, Lara McRea, Lee Napier, Mindy Brooks, Patrick Shults, Sherri Dokken Guests: Eric Rosane, Nathan Hillen, Nic Scott, Wolf Conn Recorder: Rieva Lester Connie Riker discussed a resolution to reappoint one returning member to the Southwest Washington Fair Advisory Commission. Chris Panush discussed a resolution to ratify a consulting agreement with Prothman for professional recruitment services for the 911 Communications Director Matt Jaeger discussed a resolution to regarding the need to establish a Technology Replacement Policy. Chief Chris Sweet discussed a resolution to accept an agreement between the Lewis County Sheriff's Office and Trinity Services Group. Grace Jimenez discussed a resolution to establish the Capital Projects Fund: Technology Replacement Fund No. 3350. Commissioner Swope made a motion to move two consent items and five deliberation items to the Tuesday, Dec. 7, 2021, BOCC agenda. Commissioner Grose seconded the motion. Motion passed 3-0. Dec. 6 resolutions Rieva Lester noted the commissioners have three resolutions to approve on Monday, Dec. 6: • Certify 2022 levies submitted by junior taxing districts • Property Tax Budget and Levy for both Current Expense and Road Fund for 2022 • Adopt the Annual Budget of Lewis County for the calendar year of 2022. Commissioner Swope made a motion to move the levy certification resolution forward for the 9 a.m. Dec. 6 Wrap-Up meeting and to move the two other hearing items forward for 10 a.m. Dec. 6. Commissioner Grose seconded. Motion passed 3-0. New business: Commissioner Pollock said she would like to add to the Dec. 6 Wrap-Up a discussion about a possible public safety tax. She later said she would like to add a Pearl Harbor proclamation for Dec. 7. Wednesday Workshop Chris Panush said the 911 group has two new employees. He said the board had previously approved allowing 911 employees to join PEBB insurance. He requested that the commissioners allow the two new hires to join PEBB in December 2021 rather than wait until January 2022. Commissioner Swope made a motion to approve allowing the new 911 employees to obtain PEBB insurance coverage in December 2021. Commissioner Grose seconded. Motion passed 3-0. Roundtable Becky provided the following updates: • The commissioners have lifted the bottom line, which will allow offices and departments to request use of salary funds / ***. • The county’s broadband grant application was submitted to Commerce on Nov. 30. • A budget amendment will take place Dec. 14. Doug Carey provided an update on Capital Facilities projects. Connie Riker provided the following updates: • A fair appreciation picnic has been planned • The Courts have asked to renew contracts to use the fairgrounds. • Winter tourism promotion has begun. • Her department is working on a funding request to create a strategic plan for tourism. Matt Patana said the Drug Court project is wrapping up. COVID-19 JP said the number of COVID-19 cases decreased for the most recent reporting week. He noted that the testing site at the Chehalis mall has been used heavily. Correspondence Commissioner Pollock said the BOCC received correspondence regarding budget appropriations from Treasurer Arny Davis. Commissioner Swope said he followed up with Arny. Meeting adjourned at 9:40 a.m.
